Description
Description: This is a SOURCES SOUGHT NOTICE. The National Park Service, is conducting a MARKET SURVEY to determine the interest and capability of HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business Firms or individuals, Small Business Firms or individuals and any firm or individual eligible to compete in full and open competition under NAICS 711510 with a Small Business Size Standard of $7M for an upcoming project to identify firms or individuals capable of providing all labor, material, equipment, transportation and supervision required to create and install four original artwork panels for backdrops to shadow box style exhibit cases. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. Project Description: The work will consist of providing all labor, supplies, research, materials, and installation of four individual panels. Original art will be produced as background panels for four shadow-boxes. Panels measure 73" x 49 3/4" each. The images shall illustrate the ongoing interface of cultures with the landscape of the Capitol Reef area from early Paleo-Archaic cultures through historic Mormon settlement. Each panel will illustrate a "snapshot" within the specified time period (Paleo/Archaic; Pre-historic; Proto-historic; Historic) and should present an opportunity for greater understanding of the impacts of the specific cultural period on the landscape and vice-versa. The purpose of this Sources Sought document is to determine the availability and interest of artists familiar with landscapes typical of south central Utah including portraying individuals of the different time periods and races noted above interacting with the landscape. The artwork will serve only as the backdrop for a completed exhibit. A photograph of a similar exhibit is available upon request for informational purposes to illustrate the concept of the finished exhibit. A scope of work will be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Magnitude of project estimate: Between: $10,000 and $50,000. Responses to this announcement are requested from (1) SBA certified Small Business HubZone firms or individuals; (2) Small Business firms or individuals certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (3) Service-Disabled Veteran-Owned small Business firms or individuals; (4) Small Businesses or individuals and (5) any firm or individual eligible to compete in full and open competition. A firm or individual is considered small if their average annual receipts for the preceding three (3) years were less than or equal to $7 Million. Any information submitted is voluntary. If sufficient interest and capability is not received from firms or individuals in categories (1) through (4) above to determine that an award of this project can be solicited under the respective set-aside categories and awarded at a fair market price, any solicitation that may be issued may be issued as unrestricted without further consideration. Interested parties (regardless of size) are requested to submit (1), ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) a summary of RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses (b) representative samples of artwork illustrating experience in depicting images similar to those described here. Please do not send original artwork. Medium to low resolution digital images sent by email or paper reproductions sent by mail will be sufficient for the purposes of this request. (c) in what capacity (e.g., prime, subcontractor etc.) they performed the work; (3) their SIZE STATUS; (4) the PERCENT OF WORK their firm can commit to accomplishing this work with in-house (not subcontracted) labor if awarded the contract.
