Description
NASA/GRC has a requirement for two vacuum analyzers in accordance with thefollowing specifications:NO/NOx Analyzer Specifications The analyzer must be able to simultaneously measure NO, NO2, and NOx. The analyzer must have dual reaction chambers. The response/lag time must be less than 10 seconds. The analyzer should provide a bypass pump, vacuum pump, and ozone scrubber included inthe price of the analyzer. The analyzer must measure NO, NO2, and NOx concentrations via Chemiluminescence. The analyzer must produce a linear signal over the whole measuring range with acontinuous signal. The analyzer must provide constant flushing of dried air to the photomultiplier tube(PMT) to prevent condensation of moisture around the area of the PMT-socket. The analyzer should be 3 rack units in height (5.75 inches) to fit into the existingracks. The analyzer should have a built-in keypad with a digital display. The analyzer must have selectable analog outputs on a DB25 connector with the followingselectable ranges:0-1 V0.2-1 V0-10 V2-10 V0-20 mA4-20 mA The hot tubing must be capable of seeing 350F (177C). The analyzer must be capable of remote operation. The analyzer must be able to run continuously for an entire week at a time. The concentration ranges must have a minimum of 4 ranges in addition to an autorangewith the accompanying standard rise and response times.10 ppm 16 s100 ppm - 8 s1,000 ppm 4 s10,000 ppm 4 s The analyzer must have an option to select between fix and auto range. The analyzer must have a 9-pin DB9 connector for an RS232 interface on the rear of theinstrument. The analyzer must have a converter counter to indicate the remaining NO2-converstioncapacity of the converter cartridge in ppmh. The analyzer must have an hour counter to log the number of operating hours on theanalyzer. The analyzer must have an option to read the raw counts. The analyzer must be capable of calibration for each range individually, as well astransferring calibration parameters to the other measuring ranges. The analyzer must have its own vacuum pump, bypass pump, and ozone generator. The analyzer should have a humidity tolerance (% relative humidity) of 5-95%. The life expectancy of the converter should be at least 250,000 ppmh. The reaction chamber pressure should be 4010 mbar absolute to help prevent unwantedcondensation. The analyzer should have a required flowrate of 1-2 liters per minute. The analyzer must be able to see a line voltage of both 120 V and 240 V with afrequency of 50-60 Hz.NASA/GRC intends to purchase these analyzers from ECO Physics because we own 10 of theseparticular analyzers and this would allow for interchangeability with other combustiontest cells. Eco Physics is capable of providing the required specifications,particularly utilizing a dual reaction chamber allowing for simultaneous measurements ofNO, NO2, and NOx concentrations.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 11, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
