- The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, Philadelphia, PA intends to solicit on an unrestricted basis Civilian Enterprise (CE) publication services in support of the U.S. Naval Academy, Annapolis, MD. The specific publication is the 2011 editions of the United States Naval Academy CE publication, the 'Trident Newspaper.'It is anticipated the Navy will solicit a no cost type contract for a twelve (12) month base period with services to commence 01 January 2011 through 31 December 2011 and two (2), twelve (12) month options periods, totaling thirty-six (36) months, if all option periods are exercised. Interested vendors will be requested to submit price and technical proposals. The evaluation for contract award will consider technical factors only. The applicable NAICS Code for this requirement is 511130 with a size standard of five-hundred (500) employees. Prospective offerors will be able to obtain a copy of the solicitation once it is posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). Prospective offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. In addition, offerors are required to go-online to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
