Description
The Federal Highway Administration (FHWA) has a requirement for engineering and technical support services for the J. Sterling Jones Hydraulics Laboratory (the Laboratory) at Turner-Fairbank Highway Research Center. The contract involves support for the FHWA Hydraulics Research Program in the following areas: § Developing intelligent remote sensing systems and rapid deployment sensing systems to capture hydraulic/aerodynamic parameters during storm events; § Working in five areas to improve durability: smart, resilient, durable countermeasure materials; hydrodynamic bridge systems to resist flooding, overtopping, scour, surge and wave damage; analytical and modeling capabilities for assessing countermeasures; scour analysis capabilities & countermeasures; m ulti-hazard (Flood/Seismic/Wind) modeling; multi-hazard experimental work, in and with, FHWA Structures and FHWA Aerodynamics Laboratories. § Developing retrofits/designs that facilitate fish/wildlife passage through hydraulic structures; tracking tools for climate-change impacts (e.g. Flooding); and, examining alternative energy generation/transmission concepts; and, § Development of intelligent piers/abutments/bridge deck shapes using biomimetic concepts (smart materials) with scour countermeasures for shallow foundations. Specifically, the Contractor will be required to: coordinate experiments' mechanical design elements with electromechanical sensors and actuators; operate and analyze analog and digital-micro instruments; build and repair control circuits; design and integrate embedded software into experimental set-ups; organize and maintain laboratory and field test data and maintain laboratory test records; compile test results; perform maintenance on computer programs and program documentation and develop new software and documentation as needed; write reports documenting test and research activities; and plan, organize, and manage technical meetings. This Government anticipates awarding a single-award Indefinite Delivery/Indefinite Quantity contract with Performance-Based and Cost Reimbursable aspects. The solicitation will be issued as a small business set-aside pursuant to NAICS code 541380. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties are encouraged to register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the FedBizOpps website for any solicitation amendments. All responsible sources are encouraged to submit an offer. A tour of the J. Sterling Jones Hydraulics Laboratory (located at Turner-Fairbank Highway Research Center in McLean, VA) is planned for May 2010.
