Description
SOURCES SOUGHT: BUSINESSES TO PROVIDE MANUFACTURE OF SURROGATE CALCINE IN SUPPORT OF THE IDAHO CLEANUP PROJECT'S CALCINE DISPOSITION PROJECT (CDP). CH2M-WG Idaho, LLC (CWI), is a FAR Based Contractor under contract with the Department of Energy (DOE) to perform cleanup at the Idaho National Laboratory (INL) Site near Idaho Falls, Idaho. CWI is seeking qualified businesses that have thorough knowledge, experience, and resources to manufacture surrogate calcine which is a solid formed by spray drying a solution containing undissolved solids into a hot fluidized bed. About 1,000 kg each of 3 chemically different surrogates are to be manufactured. These surrogates may contain RCRA hazardous metals. CWI will provide the nitric acid based liquid feed composition and mix procedure to produce the three types of surrogate calcine. For detailed information on Idaho calcine, businesses may refer to "Calcined Waste Storage at the Idaho Nuclear Technology and Engineering Center," INEEL/EXT-98-00455 Revision 3, June 2007, by Staiger and Swenson, which is available on the DOE Information Bridge website at the following address: http://www.osti.gov/bridge/ (in the search box type in: calcine staiger). The production of calcine with the hazardous components is preferred; however, if a responder is capable of producing calcine via a fluidized bed calcination process but without the hazardous metals and the associated permits, please respond as well. If additional information is needed, a draft copy of the Statement of Work can be provided by sending an e-mail to the person identified below. The following list of Government owned equipment may be made available, if required, but responder should provide submittal information based on their current capability. •· Bulk liquid feed base solution makeup tank 1,600-gal capacity (stainless steel) •· Gas conditioning system and CPMS. For analyzing O2, CO2, CO, NOX concentrations •· 24-in. FBR burner air preheater. Used for startup and initial bed preheat •· Three Off-gas blowers •· Granular-activated carbon vessel. Used for capturing Hg from process exhaust gas •· Coriolis off-gas mass flow meter. For measuring total exhaust (off-gas) flow •· Watlow Hannibal, 480V, 40 kW superheater This is a sources sought announcement designed to identify and qualify potential sources interested in this project. This announcement is not a solicitation. Companies who submit a qualified response will be maintained on a list as sources for a possible future solicitation. It is anticipated that a request for proposal will be issued approximately July 2010. Respondents' pre-qualification submittal packages shall include the following: •1) PROJECT EXPERIENCE: a) List at least two similar projects that respondent has performed during the last five years. The listed projects must be similar in scope and involve work of similar complexity as the work covered by this notice. b) For each project listed provide i) client name, and name, title, email and telephone number of the client point of contact, ii) dollar value, iii) description of respondent's scope, and iv) contract type and dates of performance. The client point of contact must be able to address respondent's performance. •2) MANUFACTURING CAPABILITY; Provide a description of the type of equipment that the respondent currently has in its facility that would be used to manufacture the surrogate calcine. Also, a physical description of the manufacturing facility to include the type of air handling equipment that the facility currently has in place. •3) HAZARDOUS WASTE GENERATION PERMIT: Currently possess or capable of obtaining permits for generating and disposing of RCRA hazardous secondary wastes in accordance with 40 CFR 262. •4) AIR PERMITS: Currently possess or capable of obtaining environmental permits for controlling and releasing NOx gases. •5) FINANCIAL CAPABILITY: Provide respondent's Annual Report or current audited financial statement and current quarterly financial statement. (Only one copy of the financial documents is required.) •6) QUALITY PROGRAM: Provide a copy of the table of contents of the respondent's Quality Assurance Program (QAP). The respondent must have an established NQA-1-2008 or newer quality assurance program. •7) SUBTIERS: If respondent will have subtier subcontractors, the scope that each subtier is proposed to perform must be identified and the applicable backup documentation identified in Items 1 through 3 above must be provided for each subtier. Submittal packages must be limited to 50 pages; however, financial documents are not required to be included in the page count. For the sake of consistency, structure your submittal to match the order of the 7 submittal requirements as listed above and use standard 3 ring binders. Telephone calls will not be accepted. As solely determined by CWI, the omission or failure to correctly and satisfactorily respond to any pre-qualification criterion as required above may result in the respondent's elimination from further consideration.
