- Synopsis The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), Eatontown, NJ 07724, intends to procure for the development of a Veterans Health Administration Patient Assessment System (PAS) that administers web-based patient self-assessment. This effort will be procured as a Service-Disabled Veteran Owned Small Business (SDVOSB) sole source award under FAR 6.302-5, and VAAR 819.7007. Development will be done in a test environment using deidentified or fabricated data. It will not impact production environments or patient care. This new PAS will be a flexible, web-based tool that provides data to the VA Mental Health Package (MHP), and through MHP makes it available to VistA-based systems that generate chart notes in CPRS for clinicians. The project will require (1) a server-based PAS assessment system that (a) allows staff to design assessments, (b) serves these assessments nationally to kiosks running Internet Explorer, and (c) communicates assessment results to the medical center's MHP using HL-7; (2) a kiosk controller that runs on PC kiosks and communicates with (a) the PAS assessment system, and (b) the medical center's MHP using HL-7, and; (3) a MUMPS interface in the medical center's MHP that communicates with the PAS assessment system and kiosk using HL-7, and with VistA. The contractor shall develop software that fully achieves the above functions. This includes an operational system with excellent usability for staff and patients with chronic mental illness, and that meets functional requirements, VA security requirements, and is documented with source code. This consists of software that is fully operational and class 1 compliant, with modifications deemed appropriate to achieve above requirements as the prototype is implemented at two VHA medical centers. The scope of this contract does not include implementation into a production environment. The solicitation will be issued as a request for quote (RFQ) from the VA TAC, and the number assigned to it will be VA118-10-RQ-0156. The associated NAICS code for this effort is 541511, with a small business size standard of $25M. The proposed action will be a Firm Fixed Price contract, with a ten month base period with optional tasks extending an additional four months. The place of performance shall be primarily at the contractor's facility, but also include performance at the VA facility in west Los Angeles, California, and coordination with VA medical centers in Long Beach CA, Greater Los Angeles CA, Pacific Islands Health Care System HI, Albany NY, VA Headquarters in Washington DC, and/or at other VA sites within the United States and other facilities selected by the VA. The anticipated award date is June 2010.
