- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Summit Technology, of Morton Grove, IL, to modify an existing Purchase Order to include the purchase of equipment and services to upgrade an existing core ER spectrometer system. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for equipment and services to upgrade a core ER spectrometer system by integrating new and reconditioned electronic modules with existing equipment to remove baseline drift, improve sensitivity, reduce noise problems, provide improved field range and homogeneity, and provide computer control of sample temperature to create a state-of-the-art X-band ER spectrometer with capabilities that exceed systems currently on the market at a fraction of the cost. Summit Technology is the only vendor known to have the necessary specialized experience in the design of new equipment, the extension of existing equipment with new capabilities, and the refurbishment of older equipment, and is willing to work with NIST to refurbish and integrate older equipment with their own new electronic modules in order to achieve a cost savings while still producing a state-of-the-art system. Delivery date shall be 60 days ARO. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
