- The U.S. Army Chemical Materials Agency (CMA) and the Project Manager for the U.S.Army Element, Assembled Chemical Weapons Alternatives (ACWA) Mission Support anticipate negotiation with Noblis, Incorporated, Falls Church, VA, on a sole source basis for a wide variety of engineering and programmatic analyses in support of their missions to safely dispose of the nation's chemical agents and munitions and for the safe and environmentally sound destruction of assembled chemical weapons stockpiles stored at the Blue Grass Army Depot in KY and U.S. Army Pueblo Chemical Depot in CO. The contractor must possess a combination of knowledge, ability, and institutional characteristics to (1) provide a rational basis for program decisions; (2) ensure objectivity and freedom from bias; and (3) avoid controversy following technology selections and source selections. It is imperative that the performance of this effort not be jeopardized by either potential business opportunities or business arrangements which have been or may be entered into by the contractors with facility designers, equipment manufacturers, facility operators, or any other contractors.
