Description
In accordance with FAR Parts 12 and 13.5, the National Institutes of Health (NIH) intends to procure the professional services of a human resource consultant for the National Library of Medicine (NLM), Office of the Director. This acquisition is a 100% small business set aside. The North American Industry Classification System (NAICS) Code is 541612 Human Resources Search Consulting Services with a small business standard of $7.0M. Purpose and Scope: In support of its mission, NLM has an ongoing need for a human resource consultant to advise management officials at all levels on position management, organizational structure, job redesign, and recruitment initiatives to achieve the highest levels of performance and efficiency to accomplish the goals and mission of our organization. The primary objective is to provide services and deliverables through performance of human resource management and support services across NLM programs. Mandatory Qualifications of Contractor: - Contractor shall have a minimum of 15 years government experience in human resource management; - Familiarity with the NIH/NLM vision and mission. Objectives: The contractor shall be required to perform tasks in areas below that include but are not limited to the following: - Ability to collaborate with senior level officials of NLM and the NIH Human Resources staff in areas of organizational structure, job redesign and recruitment initiatives; - Ability to conduct a wide range of special assignments that require skill to independently conduct research, plan, organize, collect data, draft reports of specific occupational series, advising on reorganizations and restructuring of positions and developing corresponding job descriptions; - Ability to handle multiple tasks simultaneously and shift priority as directed; - Availability to respond to e-mail correspondence and telephone requests with tight deadlines; - Availability for telephone conferences and strategic planning sessions with tight deadlines; - Exceptional personal skills and ability to work with people at every level; - Excellent oral and written communication skills; - Able to work in a fast pace environment with program directors and chief officials. Deliverables: With the input from the program area official, the contractor shall : 1. Provide the NLM Contracting Officer Technical Representative (COTR) or designated program official with written plans in electronic format (MS Word) for the agreed upon analyses of existing or new position descriptions; 2. Review organizational structures and provide feedback on position reporting standards and job classification; 3. Prepare a crediting plan for the position description; 4. Classify the position description; 5. Write an evaluation statement; 6. Perform desk audit if necessary; 7. Submit the completed package to the program official for review, who will forward the package to the Administrative Officer for the NLM program. The AO will submit the completed package to HR. Reporting Requirement: The contractor shall provide monthly activity reports to track progress of open actions. The contractor shall provide a technical approach, organizational resources, and management controls to achieve cost, schedule, and performance requirements throughout the contract execution. The Contractor shall meet with the COTR on a regular monthly basis and provide regular Contract updates, including the status of individual tasks where relevant. Acceptance Requirements: All deliverables will be inspected and approved by the NLM COTR. Evaluation Criteria: Please be advised that paramount consideration will be given to the evaluation of technical proposals. The relative importance of the evaluation factors is specified herein. However, the Government reserves the right to make an award to that Offeror whose proposal provides the best overall value to the Government, cost and other factors considered. A. Historical Knowledge and Sense of Purpose. Evidence of working knowledge of NIH, including its structure and operating policies and procedures, as well as federal laws, regulations, and procedures covering human resource management. (10 points) B. Technical Merit. Quality and clarity of approach to accomplish the objectives of this statement of work. Evidence of ability to accomplish the specific tasks described. (40 points) C. Personal Merit. Qualifications, experience, and availability for project must be demonstrated in proposal. A resume should be included that documents previous pertinent experience and references. (25 points) D. Organizational Capability, Experience, and Commitment. Evidence of organizational capability to complete projects. (25 points) Period of Performance: The period of performance shall be for a period of 12 months from the date of award with four (4) additional 12 month option periods. All interested parties shall submit electronic responses to Sally Boakye at boakyes@mail.nih.gov and Sheila Edmonds at edmondssr@mail.nih.gov. Responses must be received no later than 4:00 PM EST on May 12, 2010 and shall not exceed 10 pages in length. Please reference solicitation number NLM-10-120/SRE on all correspondence to this notice.
