- Description
- The Naval Air Systems Command at Patuxent River, MD, is seeking to procure (1) DZM2 Ground Station, P/N FCGS2ENDIMB which includes the following: 1X DZM2 boards and connections, 1X revised B version ground station firmware to disable Secure calling function, 1X ground station enclosure to allow connection to PABX and/or direct POTS handset, and !X Iridium 9522B Transceiver. In addition, technical services are required to support the integration of the ground station into the H-46E aircraft. Delivery shall be 60 days after contract award. It is the intent of the Government to negotiate and award a fixed price contract for the hardware with a time and materials line item for the services. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed effort will be awarded on a sole source basis to Flightcell International Ltd. P.O. Box 1481, 98 Vickerman Street, Nelson, New Zealand, which is the sole supplier of the DZM2 system. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
