Description
NASA is contemplating awarding a contract for Positioning, Navigation, and TimingSupport. The purpose of this sources sought notice is to identify any potentialcommercial companies that could provide this service.The draft Statement of Work (SOW)is posted below. NASA is seeking interested companies with specialized capabilities to meet the SOWrequirements. NASA is requesting that interested firms submit a Statement of Capability (SOC)expressing their desire and ability to meet the SOW requirements. Potential sources mustsubmit a written SOC to the contact listed in this announcement. The SOC shall containpertinent and specific information addressing the items listed in Section 3 of the SOWbelow.All submissions are limited to 10 pages. Additional reference material beyond the pagelimit or links to web sites will not be accepted. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation. Any referenced notes may be viewed at the following URLs linked below.DRAFT STATEMENT OF WORKNASA Positioning, Navigation, and Timing Support1.0PurposeThis SOW addresses technical and analytical support to be provided to Headquarters,National Aeronautics and Space Administration (NASA), Washington, D.C. NASA is conductinga number of research and development activities associated with Global PositioningSystems (GPS) and Positioning, Navigation, and Timing (PNT) activities to support itsoperations and science missions. This statement of work provides for contractor subjectmatter expertise in PNT programmatic activities being conducted at NASA, including policyand engineering.2.0ScopeThe contractor shall provide a broad range of specialized programmatic and systemengineering support, technical analyses, and risk assessments with respect to NASAactivities related to the following:-Policy and strategic communications for the standardization and interoperability of PNTprocesses -Provision of PNT services to support NASA operations and science mission, efforts toensure GPS modernization efforts support NASAs strategic requirements with the NationalSpace-based PNT Executive Committee (EXCOM), Space Partnership Council, and relatedinteragency venues; -Development of standards for PNT enablers, including geodetic reference frames as wellas time and time dissemination standards to support NASA communication networksynchronization, navigation, and science applications.-Technology development and technology upgrade efforts, and additional focus areas whichare critical enablers to the PNT mission. 3.0Requirements for sources sought shall include:-Direct knowledge and experience regarding roles and responsibilities, operatingprocesses and relationships among the organizations of the Space-based PNT ExecutiveCommittee, Department of Transportation Extended Position and Navigation (Pos/Nav)Executive Committee, and both military and civilian Departments and Agencies of theFederal Government.-Knowledge and experience regarding support to the government EXCOM and Working Groups.-Knowledge and experience regarding program oversight of the GPS and other PNT systems. These activities include elements of GPS modernization, other augmentations andcomplements to GPS.-Knowledge and experience regarding support to system engineering oversight andcoordination for the various GPS, and PNT development activities. -Knowledge and experience regarding GPS and PNT security policy, requirements, andguidelines.-Knowledge and experience regarding development of policies and guidelines for foreignGlobal Navigation Satellite Systems (GNSS), augmentations, and complements.-Knowledge and experience regarding planning and assessment of future GPS, PNT systems,and incorporation of new technologies.-Knowledge and experience regarding Federal Agency international relationships andregarding development, review and coordination of International Agreements (IA) orMemorandum of Agreements (MOA).-Knowledge and experience regarding assessment and analysis of congressional language,development of responses to congressional inquiries, and development, review, andcoordination of congressional reports.-Personnel available for on-site/off-site work with Top Secret/Sensitive CompartmentedInformation (TS/SCI) clearances.. -A Top Secret Facility Clearance with Top Secret Storage as well as an accredited SCIFwithin the National Capital region, and the contractors facility accredited forprocessing TS, as well as SCI, material.-The contractor shall have a facility accredited for Special Access processing andstorage of classified material. The contractor facilities shall be capable of supportingclassified meetings up to Top Secret/SCI for a minimum of 10 persons. 4.0TasksThis section provides a description of the tasks to be provided by the contractor.Task 1: The contractor shall provide support to the Space Communications and NavigationOffice (SCaN) Strategic Communication initiatives and provision of standardized PNTservices, including the following,-Interagency Operations Advisory Group (IOAG).-Global Navigation Satellite System (GNSS) Providers Forum.-International Committee for GNSS (ICG).-ICG Working Group A on GNSS Interoperability.-Integration of PNT Standards and Interfaces. -PNT meetings and workshops, including organizing weekly GPS/PNT tag-up meetings; monthlyGPS Technical Interchange Meetings (GPS TIM); and yearly NASA Navigation Workshop.-Review and development of SCaN documentation.-Maintenance of a SCaN PNT activity matrix.-Briefings, conference papers, and outreach materials as requested. Task 2: The contractor shall support NASA interagency advocacy for government-providedPNT services in support of NASA missions, and be prepared to represent NASA, includingthe following, -National Space-based PNT EXCOM: EXCOM meetings (Deputy Administrator level), SeniorSteering Group meetings (Deputy Associate Administrator level), National CoordinationOffice, National PNT Engineering Forum (NPEF), and NASA-sponsored FACA Advisory Board,and Five-Year Plan.-Department of Transportation (DOT) Extended Pos/Nav: GPS Congressional Report; FederalRadionavigation Plan, GPS civil funding, and GPS civilian requirements implementation. -Interagency: FAA GPS Program Management Review (GPS PMR), Department of State (DOS) GPSInternational Working Group meetings (GIWG), Space Partnership Council, Joint Space Team,Joint Services Review, GPS Technical Exchange Meetings (NRO), General Accounting Office;Civil Global Positioning System Service Interface Committee; GPS-Wing Civil Liaison(review and coordination with NASA centers of technical documentation including InterfaceStandards, Interface Control Documents, Specifications, Technical Analyses); GPS IIIProgram Management Review; bilateral MoA, Pillars Meetings; GPS/PNT Outreach Events, andUS-EU GPS-Galileo WG-C.-GPS Requirements Process: Follow-up through the Joint Capabilities Integration andDevelopment System (JCIDS) of the GPS III Geodetic Requirements for the implementation oflaser retro-reflectors to support the anticipated PNT requirements for NASA operationsand science through 2030. Joint development with Air Force Space Command of the GPSSpace Service Volume to provide real-time on-board autonomous PNT services from 3000 kmup to Geosynchronous Earth Orbit. Development of new requirements for the use of theGPS and its augmentations to support civil space systems, as tasked to the NASAAdministrator by National PNT Policy. -RNSS Interference protection: NTIA GPS Protection Plan, FCC licensing of GPSre-radiators, international GNSS licensing in the US, RNSS Experts Group, Department ofHomeland Security Interference, Detection, and Mitigation (IDM) plan.Task 3: The contractor shall support coordination within NASA of PNT services andtechnology development activities PNT in support to NASA missions.-GPS Metric Tracking (GPS MT):Implementation of space-based navigation, GPS, andspace-based range safety technologies as components of the next generation launch andtest range architecture being developed with the objective is to replace the legacyground-based tracking infrastructures.This includes development of GPS-based trackingof launch vehicles using NASAs Tracking Data Relay Satellite Service (TDRSS), also knownas GPS MT as a primary means for all DoD, NASA, and commercial vehicles launched at theEastern and Western launch ranges.-Navigation Roadmap: Development and maintenance of navigation roadmap to: (1) leveragesynergies with communication and tracking requirements to reduce the burden on the SCaNnetworks; (2) provide a NASA-wide perspective for PNT that leverages science applicationsin the Science Mission Directorate; (3) track PNT technology developments across thecenters; (4) support to Human Spaceflight and spacecraft operations.-Development of navigation capabilities of the NASA Communication and Tracking Networksincluding: (1) development of the Space Network and Ground Network to provide navigationservices; (2) development of scalable architecture for improved positioning and timing insupport of NASA operations, including navigation, and science mission requirements. -Technology development including GPS/GNSS space-qualified receivers, and otherPNT-enabling technologies, to enhance the on-board autonomous capability of NASAoperations and science missions and, also, improve mission reliability.5.0Meetings. The contractor shall attend meetings, reviews and briefings necessaryto complete SOW tasks or as specified by NASA.The contractor shall be required toattend meetings in the National Capital Area and present briefings to NASA on a one-daynotice. The contractor shall provide briefings, at the appropriate security clearancelevels, on results of analyses conducted under this contract to NASA and other personnelas directed by NASA.6.0Contractor Travel Requirements. As needed and directed by the government, thecontractor may be required to travel to attend meetings, collect information, performresearch, and perform other such activities as required by NASA in the National CapitalRegion. Yearly long distance travel requirements may include up to four one-week tripsin support of liaison activities in Los Angeles, CA, with the GPS-W and launch servicesactivities at Kennedy Space Center, FL. 7.0Security. The highest classification of work to be performed under thisStatement of Work is up to Top Secret SCI. All personnel working on the contract shallbe cleared at the Top Secret clearance level. 8.0Place of Performance. Work under this task order shall be performed mainly atthe contractors facility in the National Capital region, which should include a TopSecret Facility Clearance with Top Secret Storage as well as an accredited SCIF. Thecontractors facility shall be accredited for processing TS, as well as SCI material, andhave personnel authorized to carry classified materials in person to NASA HQ. Thecontractor may, on occasions, be required to work at NASA HQ and interface directly withNASA personnel.9.0Progress Reports. The contractor shall provide monthly progress reports on theactivities covered by this SOW which will summarize the results of work performed, workin progress, manpower expended, expenses incurred, deliverable status, problemsencountered, and recommendations. 10.0Contract and Program Management. The contractor shall provide all management,technical, and administrative personnel, materials, equipment, and facilities as neededto meet the requirements of this task.All computer programs and data developed anddelivered under this contract shall be the property of the NASA with unlimited rights. The Contracting Officers Technical Representative (COTR) has the authorization authorityto approve distribution of all products and reports delivered by the contractor. Thecontractor shall employ a system to document, control, and provide the status of workundertaken, manpower expended, and costs incurred for each of the tasks specified.11.0Deliverables.
