Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage can serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division plans to enter into a Basic Ordering Agreement (BOA) with American Systems Corporation, 14151 Park Meadow Drive, Suite 500, Chantilly, MD, 20151-2218. The BOA will cover a five-year period for Enhanced Detection Adjunct Processors (EDAP) units, including Providing Coordinating Plans and Reviews, Complete Non-Recurring Engineering (NRE) requirements, Conducting Operational Testing of the Fully Integrated System as Prescribed by the Navy, Developing Logistics Products that Comply with US Navy Policies and Procedures as Outlined in the Approved EDAP Logistics Supportability Analysis Plan, Conducting Recurring Production Engineering, Completing such Analysis and Documentation that allows EDAP Systems to be Integrated into Both New Construction and Commissioned US Navy Ships, and Providing OEM-Level Technical Support all in accordance with Statement of Work dated 8 March 2010. Additional detailed guidance will be provided as implemented by specific job orders placed under the BOA.Delivery will be FOB Destination, Port Hueneme Division NSWC VA Beach Det - Virginia Beach, Virginia. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. The anticipated BOA is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii). It has been determined that the Government requirement for this product can only be met by one manufacturer due to the contractor's unique knowledge and proprietary, patented software and the anticipated duplication of costs incurred by the Government to compete are not anticipated to be recouped by that competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 12 May 2010. Closing date will be on or about 14 June 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
