Description
NHLBI-PB-EB-2010-140-JKS This is a Small Business Sources Sought notice (SS). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code for the project is 334516. The small business size standard is 500 employees. The purpose of the proposed acquisition is to identify qualified organizations that can provide the scientific equipment to provide a light source that enables rapid selection of different wavelengths of illumination that will allow fast data collection and characterization of tissue to the National Institute of Biomedical Imaging and Bioengineering (NIBIB). This system should enable, through programmable control, random access (with millisecond resolution), to specific wavelengths of illumination (with variable bandwidths – 10nm or greater), variable intensity and residence time, thereby improving the speed of image capture and the ability to quickly refine the optical parameters to suit the experimental configuration, real time analyses tissue morphology and structure for assessment of clinical conditions a light source operating in the near infrared region of the spectrum is required that can meet or exceed the following key features: 1. Ability to randomly access different wavelengths (colors) of light (1nm accuracy) 2. Ability to modify the bandwidth (purity of color) of the light (150nm resolution) 3. Ability to vary the intensity (brightness) of the light (1065,000 levels) 4. Ability to achieve 1-3 with 1-3 with sub-millisecond time resolution 5. Ability to select wavelengths in the near IR (6050-11200nm) 6. Ability to select exposure times (140us to “infinite”) Additional components may be required to allow operation of the base instrument. Possible components: - Control software -A fiber optic guide to conduct light from the instrument to the experimental platform -A spectrometer that provides wavelength control and calibration information to the base instrument to assess performance and provide dynamic control -A fiber optic connection from base instrument to spectrometer -A power meter that provides intensity control information to the base instrument to assess performance and for traceable calibration -Replacement lamp for base instrument All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Jennifer Schlegel, Contract Specialist, at schlegeljk@mail.nih.gov by May 10, 2010, 1:00 PM, EST. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
