- Question: One of the pre-solicitation amendments calls for submission of a small business subcontracting plan. Is there CONUS work contemplated under this contract? If not, it seems that FAR 19.702 (b) (3) would apply which states that a subcontracting plan is not required for contracts "that will be performed entirely outside of the United States and its outlying areas." Please advise if a subcontracting plan is therefore still a requirement. Answer: There is no requirement for a subcontracting plan to be submitted in response to the presolicitation notice. Proposal instructions and a Statement of Work will be part of the Solicitation Package, which is classified as Secret. Your question is beyond the scope of the presolicitation notice posting.
