Description
THIS IS A SYNOPSIS FOR A FULL AND OPEN COMPETITIVE SERVICES ACQUISITION AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHALL NOT SUBMIT PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. The AF ISR Agency/A7KC Contracting Branch at Patrick AFB, FL announces the anticipated release of solicitation FA7022-10-R-0001, Operations Sustainment and Scientific and Engineering Studies, for the US National Data Center (US NDC) program. The focus of this effort is for non-personal services to sustain the present operational system and fine-tune the system by optimization of software algorithms through scientific and engineering studies and upgrades to existing hardware. The requirement is noncommercial in nature and any resultant contract will be awarded in accordance with FAR Part 15. The US NDC is the geophysical data acquisition, data processing, reporting and archiving component of the United States Atomic Energy Detection System (USAEDS) operated by the Air Force Technical Applications Center (AFTAC). AFTAC's mission is to monitor compliance with nuclear test ban treaties to standards set by US verification and policy leaders. This mission requires the US NDC to detect, locate and identify foreign nuclear tests and provide rapid reporting and technical assessment to the appropriate national security agencies and policy makers. The US NDC processes and integrates data and information up to and including the Department of Defense (DoD) SECRET level. The US NDC also serves as the data distribution center for all US Government and authorized users for International Monitoring System (IMS) data. This acquisition will be conducted on an unrestricted basis without set-aside. The applicable North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, with a size standard of $25M. The solicitation will result in award of a hybrid contract with Cost Plus Fixed Fee (CPFF), Time and Material (T&M) and Cost Reimbursable (COST) line items. The period of performance will consist of a three-month transition period followed by a nine-month base period and three one-year option periods. The Government anticipates the issuance of the Request for Proposal (RFP) in May 2010. The RFP will be available electronically on the FedBizOpps website only (https://www.fbo.gov). Contract award will be based on a best value analysis using performance-price, trade-off (PPT) procedures. Industry comments/questions submitted in response to the Draft RFP posted in December 2009 have been considered in the development of the final solicitation to be posted. The Government will be posting responses to those comments/questions subsequent to this synopsis. Interested parties should register on-line and subscribe to receive procurement announcements related to this solicitation by entering the website at www.fedbizopps.gov. There will be no paper copies of this solicitation. Reference Documents: Documents not provided with the RFP will be made available to the contractor in a room set aside as a library for the documents and is located within the AFTAC Building (Secret Clearance required to enter building). Contractors will be allowed two consecutive days, if necessary, to review documents with scheduling to begin 3 May 2010. Please note: Written notes will be allowed during these sessions, but will remain in the AFTAC program office until the notes have been reviewed by the AFTAC Security Office. Notes will then be scanned and e-mailed.to the company-provided POC. Access to the library will be granted from 8:00 a.m. to 3:30 p.m. with a mandatory scheduled lunch from 11:30 a.m. to 1:00 p.m. Contractors may have a maximum of four (4) people to assist in the review of the information.
