Statement OF Work OMBUDSMAN JOTFOC Statement of Work United States Coast Guard (USCG) Surface Forces Logistic Center (SFLC) "Appropriation Law" Training, Baltimore, MD I. Introduction/Background: The Surface Forces Logistic Center (SFLC) has a need to have its employees trained to obtain and acquire the knowledge of Federal Appropriations Law. II. Training Requirements: The company instructor shall administer comprehensive Education and Training Services that meet mission and performance objectives. The company shall provide training services up to a total of 30 employees consisting of but not limited to active duty Coast Guard men/women, Coast Guard Reserve and DHS civilian employees of SFLC command. The company shall provide customized training and curriculum, a qualified instructor, all training materials, and any other services and/or materials set forth and defined in this Statement of Work. The company shall ensure that their employees required to instruct a class are trained and proficient in "Federal" Appropriations Law as specified in Section VIII below. The company shall comply with the number of personnel being trained and the performance period of the training being requested. III. Contract Manager. The company shall provide a full-time contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act on behalf of the company when the instructor is absent/unavailable shall be designated in writing to the Contracting Officer (CO). The company shall also provide telephone numbers of the contract manager and alternate(s) where these persons may be contacted outside of normal duty hours. The contract manager and alternate(s) must be able to read, write, speak, and understand English. Only the Contracting Officer can authorize a change to the scope, prices, terms, or conditions of this contract shall be discussed with the CO. The company shall establish and implement methods of ensuring that all temporary government badges issued to the instructor are not lost, misplaced, misused by unauthorized persons or duplicated for any purpose. Turn-in of any temporary badges to enter government facility shall be returned by company personnel who no longer require access to facility. The service provider shall immediately report the occurrences of lost or duplication of badges to the CO. The company shall not employ persons for work on this contract if such employee is identified to the service provider by the CO as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. Company personnel shall present a neat, professional appearance and be easily recognized as a company employee. The company shall furnish an identifying badge, which shall include: person's name, company name. Each employee shall wear the badge on the outer garments on the front of the body between the neck and the waist so that the badge is visible at all times on government installation. IV. Time Period. The company shall perform work required under this contract during the following hours: 0800-1600 hours. The training period duration should not exceed 3 business days, preferably Monday through Thursday. The training class should commence on Tuesday May 18th - May 20th of 2010. The service provider may work, with prior approval of the CO, extended hours to ensure timely completion of training. Any extended time, however, will be at no additional cost to the government. V. Facility & Utilities. The government will furnish the facility and utilities. The facility includes but is not limited to the classroom, desk and chairs for all employees being trained. The utilities include electricity, water, sewage, heating for facility, and compressed air. VI. Telephone and Data Services. The government will provide necessary telephone instruments, telephone lines, data lines, and repair services for such instruments and lines that are mandated for the training services being provided. The communications equipment and services are for official use only during the period of the contract. VII. Materials and Aids. The company shall ensure that materials and aids are up-to-date and concurs with current laws. The company shall ensure that materials match the number of students being trained. The company shall ensure that training materials and aids are up-to-date, legible, and available for all students. The company shall ensure that a student critique sheet is available at the end of class in order to evaluate instructors. VIII. Employee Training Objectives. Training objectives and topics below shall be provided by the company's instructor through lessons planned, open discussions, and past and current case studies relative to Department of Homeland Security and United States Coast Guard. However, the materials covered shall include but are not limited to the following:  Federal Appropriation Law General Principles  Federal Appropriation Law Purpose and Time.  Federal Appropriation Law Legal & Illegal Authority / Authorization  Federal Appropriation Law Obligations  Federal Appropriation Law Continuing Resolutions  Federal Appropriation Law Anti Deficiency Act  Federal Appropriation Law Terms and Definitions
