Description
LOCATION: Lincoln Boyhood National Memorial, Lincoln City, Indiana 47552-1816 SOLICITATION NUMBER: N6400100102 (Request for Proposal) PROJECT DESCRIPTION: Contractor to provide all labor, equipment, tools, materials, supplies and qualified supervision; unless otherwise specified in the Statement of Work, for the removal of approximately 3000 linear feet of existing and abandoned irrigation system, and the installation of a new irrigation system, approximately 1,000 +/- linear feet, in designated areas of the Allee and Memorial Visitor Center, located at Lincoln Boyhood National Memorial, Lincoln City, Indiana. NOTICE TO POTENTIAL OFFERORS: This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is set aside 100% for EMERGING SMALL BUSINESSES; that is, a business whose size is no greater than 50% of the numerical size standard applicable to the NAICS Code assigned to the procurement. The North American Industry Classification System (NAICS) Code is 237110. The Emerging Small Business Size Standard is $16.75 million. MAGNITUDE OF THIS PROJECT: Between $2,000 and $25,000. TYPE OF CONTRACT: A firm-fixed price contract. Davis-Bacon prevailing wages apply. PERIOD OF PERFORMANCE: Work shall commence within ten (10) calendar days of the Contractor's receipt of the written Notice to Proceed and complete the work within sixty (60) calendar days. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued and available on or about MAY 11, 2010 and may be obtained via the Internet by accessing the Federal Business Opportunities website at https://www.fbo.gov, the National Business (NBC) Opportunities web site at https://ideasec.nbc.gov, or by e-mail by contacting Kathryn Logsdon at kathryn_logsdon@nps.gov. Offerors will be responsible for checking the websites for any amendments to the solicitation issued prior to the closing date of the RFP. NO ELECTRONIC OR FAXED PROPOSALS WIILL BE ACCEPTED. ALL PROPOSALS MUST BE SUBMITTED IN HARD COPY ONLY and received by the contracting agency no later than JUNE 10, 2010 at 3:00 p.m. CENTRAL TIME. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. The successful offeror, prior to being awarded the contract, must be registered and active in the Central Contractor Registration (CCR) Database which can be accessed online at www.ccr.gov. If the successful offeror does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful offeror. It is highly recommended that should it be your intention to submit an offer in response to the RFP, that you become registered in CCR upon receipt of the solicitation so as not to delay award of the procurement if offered. The successful offeror will also be required to have completed their Representations and Certifications which may also be completed online at http://orca.bpn.gov.
