Description
Solicitation Number: 2010-N-12099 Notice Type: Presolicitation Synopsis: PRESOLICITATION NOTICE. The Centers for Disease Control and Prevention (CDC) intends to issue a Request for Proposal in the next 15 days under (Solicitation Number 2010-N-12099) to provide effective use of data for improving public health programs at the local and national levels requires data systems that are easy to use, provide real time access to data and user-generated reports, and are quickly modifiable to meet user demands and changing public health needs. Grantees currently submit required data to CDC through a variety of data systems, including CDC's Program Evaluation Monitoring System (PEMS), optical character recognition (OCR) scanning software, and a variety of health department-owned systems. CDC ‘s intent is to license an existing data system (software) (1) for use by CDC grantees funded under the Expanded Testing Program for key entry or upload of all their HIV testing data and (2) for submitting those data to CDC. The purpose of the Statement of Objectives is to achieve two main goals. The first is to improve and expand data management and reporting capabilities of the Division of HIV/AIDS Prevention's (DHAP) Expanded Testing Program (ETP) grantees, comprised of state and local health departments. The second purpose is to provide both CDC and DHAP grantees with real-time access to HIV prevention program data via a user-friendly data management and reporting system, thereby improving the ability of grantees and CDC to effectively monitor HIV prevention programs on a real-time basis. CDC's intent is to accomplish these goals via licensing an existing data collection and management system that meets the data collection and reporting needs for CDC's ETP. All deliverables to be disseminated to the programs or the public will comply with Section 508 (29 U.S.C. 794d) standards and requirements of the Rehabilitation Act. This requirement is being procured as a total small business set-aside competition in accordance with FAR Part 19. The government has selected NAICS code 541519 as the most appropriate for this solicitation. The resultant award is expected to be a cost-plus-fixed-fee contract in accordance with FAR Part 15 procedures. The Period of Performance will be a base year and two (2) option years with a 12-month period of performance for each option. The competitive RFP and all questions and responses related to this procurement will be made available under RFP number 2010-N-12099. This requirement is contingent upon the availability of funds. This will be a performance based contract. The solicitation response time will be 30-45 days. Interested parties must respond to the RFP in order to be considered for award of any resultant contract. All responsible and qualified sources may submit a proposal which shall be considered by the agency. No written solicitation document is available, telephone requests will not be honored and no offerors list will be maintained. Notifications will not be sent to the offerors regarding the issuance of the solicitation nor any of its amendments. It is the offerors' responsibility to check this website.
