Description
The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), Atmospheric Turbulence and Diffusion Division (ATDD) in Oak Ridge, Tennessee, intends to upgrade the existing Internet connection to provide increased bandwidth for our ever-expanding Internet connectivity needs. The internet connection must support existing computer hardware. The services are for a 12-month period. NOAA/ARL/ATDD requires the following specifications: 1. Contractor shall quote for 10, 20, and 50 MBps bidirectional connection to the Internet. One of these speeds will be selected by NOAA/ARL/ATDD. Given these speed requirements and the symmetrical bidirectional requirement, neither DSL nor cable Internet connections are appropriate. 2. In the future NOAA/ARL/ATDD may desire to upgrade the current circuit speed. Any solution presented must be readily adaptable to a minimum of 100 Mbps. 3. The Internet connection is not to be filtered by the provider or restrict any traffice in either direction. This connection will be used in part to allow access to a variety of servers and services at NOAA/ARL/ATDD using a variety of protocols. 4. NOAA/ARL/ATDD is not using IPv6 at the moment; however, IPv6 capability is a requirement. 5. The contractor will provide and maintain customer premise equipment (CPE). This data circuit must be terminated as a 100 Mbps or a gigabit Ethernet connection in our computer room at 456 S. Illlinois Avenue, Oak Ridge, Tennessee. This Ethernet-based termination requirement is to maintain compatibility with existing equipment. 6. There must be no cap on the total amount of data traffic allowed per billing period on this circuit. 7. Reliability is of the utmost importance. All quotes should include a service level agreement containing 99.9% reliability with compensation for any continuous outage of greater than 30 minutes in any given calendar day. Any planned outages must be communicated to NOAA/ARL/ATDD at least two business days in advance. Any unplanned outages reported by NOAA/ARL/ATDD to the provider must be responded to within four hours of the initial reporting, with updates reported to NOAA/ARL/ATDD every four hours for the duration of the outage. 8. NOAA/ARL/ATDD currently owns two/24 netblocks that will require routing services through this connection. Contractor will work with NOAA/ARL/ATDD technical contact to support this requirement. Interested parties may identify their interest and capability to respond to the requirement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; and a statement regarding their capabilities and qualifications. The contractor's Dun and Bradstreet Number (DUNs) should be included on the quote. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrate technical ability to successfully provide services as noted in above requirements; 2) Demonstrate past performance in providing this type of service. No award can be made to a company not registered in the CCR.
