- Attachment 2 BPA Terms and Conditions Attachment 2 BPA Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-40. The National Geospatial-Intelligence Agency (NGA) has a requirement for clothing to be supplied for Agency personnel, the list of items being sought is listed as Attachment 2 and the Blanket Purchase Agreement (BPA) Terms and Conditions is listed as Attachment 1. This requirement is set aside for Small Businesses. The provisions at 52.212-3 Offeror Representations and Certifications-Commercial Items, applies to this Acquisition with no addenda. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition. Interested parties shall submit their 9 digit Contractor Establishment Code (CEC); Federal Tax Identification Number (TIN); Remit to address, and Business size. Offers are to be submitted to the following e-mail address: hollowayk@nga.mil to the Attention: of Keith E. Holloway within 15 days after the date of this announcement. Offeror's must state in their offeror that their quote is valid for a period of sixty (60) days after the submission date of their proposals. All vendors interested in submitting a quote for consideration should do so, prior to the solicitation closing date, via E-MAIL ONLY to the point of contact listed in this notice. Quotes not submitted via e-mail will NOT be considered. All submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Quotes and is set aside for small businesses. Quotes from Other than Small Business (OSB) shall not be considered. 2. Quotes shall be based upon open market pricing. 3. Award shall be made to the offeror that submits the, LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote. The technical requirements of the items to be purchased under this proposed BPA are detailed in attachment #1. BIDDERS MUST ADDRESS EACH ITEM IN SAID ATTACHEMNT AND THE BPA TERMS AND CONDITIONS, IN ORDER TO BE CONSIDERED TECHNICALLY ACCEPTABLE. 4. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 5. All questions should be in writing, directed to Contracting Officer Keith E. Holloway at hollowayk@nga.mil. 6. All Offeror's should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached) via e-mail with their quote. 7. All vendors must propose the NAICS code specified herein, 448140, Family Clothing Stores. Those vendors who submit a quote not in accordance with the NAICS code will not be considered. 8. All items quoted must be new - refurbished items will NOT be accepted. 9. Any questions pertaining to this Synopsis/Solicitation must be received No Later Than 3 days prior to the closing date of this announcement. All questions and responses will be posted on FEDBIZ OPS.
