- Pre-award Proposed Contract Action Notice (Special Notice) In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (2009), this notice is provided for informational purposes only. The contract vehicle intended to be issued is a Blanket Purchase Agreement (BPA) for numerous locations of the Veterans Benefits Administration including the Portland, OR, St. Paul, MN, & San Juan, PR locations. Project/Work Description: This BPA intends to utilize the Federal Supply Schedules, schedule 71 contract holders only. The VBA is in need of office furniture consisting of Workstations, Private Office Furniture, Conference Room Furniture, Seating, Filing & Storage Cabinets, Mail Room Furniture and various types of laminate tables along with project management and related design and installation services. Full or partial funding for requirements to be completed by the contractor will utilize funds provided by the American Recovery and Reinvestment Act. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements, is required.
