- The Department of Veterans Affairs, Office of Franchise Oversight, intends to negotiate a small business, set-aside award (VA 212-10-RQ-0002) for meals for students of VA-Law Enforcement Training Center (VA-LETC) for the period 05/01/2010 09/30/2010. This is for evening meals Monday Sunday and breakfast mid-day meals for Saturdays, Sundays and holidays. Interested parties may identify their interest and capability by responding to the requirement or by submitting a proposal no later than April 28, 2010 at 5:00 PM, Central. Offers may be submitted via email to robin.matteson@va.gov. The anticipated award date is April 29, 2010. The VA-LETC in North Little Rock, AR, requires a vendor to provide the facility, labor, materials, insurance, licenses and equipment required to provide up to three (3) daily meals to VA-LETC students. Contractors facility shall be located within a 7-mile radius of VA-LETC location 220 Fort Roots Dr., North Little Rock, AR 72114. VA-LETC shall provide a daily sign-in sheet of students authorized to receive meals. Meals shall include a variety of hot and cold entrees, various protein, carbohydrate, fruit and vegetable selections, and beverages. Alcoholic beverages shall not be provided under this contract. Contractors facility shall be safe and clean, with no evidence of pests, mold or other safety hazards. On-site parking must be well-lit, safe and in close proximity of facility. The following clauses are applicable to this requirement: 52-212-1 Instruction to Offerors - Commercial Items 52.212-2 Evaluation - Commercial Items 52.212-3 Offeror Representations and Certifications - Commercial Items 52.212-4 Contract Terms and Conditions - Commercial Items 52.212-5 Contract Terms and Conditions Required Implementing Statutes or Executive Orders - Commercial Items In accordance with 52.212-2, the fill-in applicable to this requirement is below: 52.212-2 Evaluation-Commercial Items. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability (ii) Price In accordance with 52.212-5, the following clauses are applicable to this requirement: 52.232-33, Payment by Electronic Funds Transfer-Central Offer must be good for 30 calendar days after submission. Offerors must have current Central Contractor Registration (CCR) at the time offer is submitted. Information can be found at www.ccr.gov. This is a combined synopsis/solicitation for commercial items in accordance with Federal Acquisition Regulation Part 12, Acquisition of Commercial Items. The Government will award a commercial item purchase order to the offeror with the most advantageous offer to the government. All offerors must submit their best price and delivery capabilities.
