Description
The U.S. Department of Labor is seeking qualified contractors that can provide logistical, planning and design support to: 1.) Hold two Registered Apprenticeship Action Clinics, focused on the integration of the Registered Apprenticeship system with the public workforce and education systems; 2.) The re-design, expansion and completion of an Assessment Tool to measure how much the public workforce and education system is using Registered Apprenticeship in its strategy to enhance and transform policy, governance, operations and service delivery; and 3.) Provide Technical Assistance to up to 26 states in Employment and Training Administration (ETA) Regions 4, 5, and 6 to implement Action Plans that were developed at previous action clinics in 2008-09 to increase integration among the Registered Apprenticeship, public workforce and education systems. ETA’s Office of Apprenticeship is looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. In Fiscal Year 2009, ETA sponsored a series of regional action clinics to support state and local leaders from the workforce system, the Registered Apprenticeship system, education partners, and other key stakeholders as they develop and implement innovative approaches to leverage Registered Apprenticeship as a key talent development strategy in their states’ workforce system. Integration efforts were held in three of the six ETA regions. The offeror awarded this contract would support the completion of those efforts through two additional clinics intended for the three remaining regions, as well as develop and complete an assessment of the level of integration and partnership outcomes resulting from the implementation of strategies developed as part of Action Clinic participation. Additionally, the contractor will be responsible for carrying out research and evaluation activities All contractors responding to this announcement must demonstrate their experience in working with the Registered Apprenticeship, and public workforce and education systems system and have the ability to lead efforts related to the integration of the aforementioned systems on the national, state and local levels. Pertinent factors for consideration of qualifications are the primary contractor's demonstrated experience with the following: 1. Planning and providing logistical support and conference material for meetings, including reserving room blocks with government rate or lower, and securing hotel meeting and work group breakout rooms. 2. Arranging for qualified facilitators to support teams of 5-10 people (14-15 teams total). 3. Supporting conference speakers/subject-matter experts to ensure they are able to make presentations/speeches, etc. 4. Meeting on a weekly basis with government staff during conference planning stage beginning approximately two months prior to the conference / clinic. 5. Conducting registration activities including a Web-based event registration process, and staffing registration tables. 6. Developing and issuing conference materials in binders or packets to participants (Agendas, speaker bios, etc.). 7. Executing contracts with hotels for a block of rooms, meeting space and coffee breaks. 8. Settling all amounts due to the hotel and related vendors within thirty days of bill submission (room costs, audio/visual equipment such as microphones, mixer, overhead projector (or LCD projector if PowerPoint presentations are needed). 9. Providing staff to be on-site before/during/after each meeting to coordinate with the hotel and government staff to ensure that the meetings are organized and efficient. 10. Providing one professional facilitator per teams of 5-10 people each (14-15 teams) for up to 40 hours including team facilitation for pre- and post conference/clinic. 11. Developing a summary meeting report following each meeting that will include a record of attendance, potential problems and best practices identified during meetings. 12. Redesigning an existing Assessment Tool to analyze and measure the level of integration among the Registered Apprenticeship, public workforce and Education system and other partners. 13. Conducting an Assessment through an interviewer who will set up appointments and interview apprenticeship, workforce, education and other key staff using the questions on the assessment tool and tracking all responses. 14. Analyzing data acquired during Assessment interviews. 15. Compiling and organizing data acquired during Assessment interviews into categories that show potential trends. 16. Providing up to 26 states in ETA Regions 4, 5, and 6 with technical assistance to implement Action Plans that were developed at previous action clinics in 2008-09. This TA could include: - supporting facilitation at state meetings; - supporting experts and peers to help the state team through its plan; - supporting integration of Web site information between the Registered Apprenticeship, public workforce and education systems. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
