Description
U.S. DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Solicitation Number DTNH22-10-R-00370 For Phone Surveys for Crackdown Mobilizations Description : The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation, is responsible for reducing the number of injuries and deaths on highways resulting from vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards(FMVSS). Introduction : Congress has provided millions of dollars annually over the past several years for purchase of message development and media time surrounding the National Crackdowns. To assist in the assessment of the effectiveness of those expenditures. The National Highway Traffic Safety Administration (NHTSA) has conducted telephone surveys regarding the Crackdowns to measure penetration of the media message and report that information to Congress. Specific Requirements : The Survey Contractor shall have the resources and skills to generate the needed samples, and to conduct the surveys using computer assisted telephone interviewing (CATI). Interviews shall be conducted with persons using landline telephones, and with persons using cell phones. The Survey Contractor shall provide project-specific training to all interviewers, and shall pretest the survey instrument. The telephone surveys shall include interviews with cell phone only respondents and cell phone mainly respondents. There could be instances where the circumstances of the contact could pose a risk to the respondent if interviewing was attempted. Protections for potential respondents must be incorporated within the survey methods. The Contractor shall be required to have the methods for conducting the telephone surveys for the Alcohol Impaired Driving Crackdowns approved by an IRB. This must be an existing IRB certified by the Department of Health and Human Services. Solicitation : This solicitation is 8(a) Competitive.
