Description
The U.S. Department of Education (ED) is conducting market research. This RFI is being used to determine if sufficient interest and capability exists among small businesseses regarding the Study of Transition Outcomes for Youth with Disabilities, Phase I. This notice is provided as information to the marketplace to determine if there are potential small businesses capable of performing the requirement. Information submitted in response to this RFI may be used as a basis for a future solicitation and/or as a basis for more in-depth research. ED’s Institute of Education Sciences (IES), National Center for Education Evaluation (NCEE) anticipates the award of a multiyear contract for the first phase of a longitudinal study of transition outcomes for youth with disabilities. In response to the Draft Performance Work Statement (subject to change), ED hereby solicits capability statements from qualified small businesses. Please confirm your company’s status as a small business. Capability Instructions: In response to the attached Draft Performance Work Statement, the U.S. Department of Education hereby solicits capability statements from eligible contractors. These statements shall be no longer than 20 pages, double spaced (with a minimum of one-inch margins and 12 point font) and contain only substantive information. Contractors should include resumes in the appendix (no more than 5 resumes shall be included and only resumes for key personnel that will work on the contract are to be included); these resumes will not count as one of the 20 pages of the capability statement. Resumes should not exceed 5 pages. Interested offerors must have experience with conducting large scale, longitudinal studies in educational settings. The capability statement should describe the knowledge, qualifications and experience of key staff, as well as related corporate experience and capacity, in each of the following areas: * Experience and skill in designing, and conducting studies of characteristics, services, and outcomes for children and youth with disabilities; * Experience and skill in conducting studies requiring the design and creation of nationally representative samples of school districts and students; * Experience and skill in gathering and analyzing longitudinal data on youth from administrative records, direct assessments of youth with special needs, and surveys of school staff, youth and parents * Substantive knowledge of relevant education issues, including special education programs for high school students and postsecondary transition services for youth with disabilities * Adequacy of time commitment and evidence of successful work in conducting previous studies of a similar nature Interested small business parties are asked when submitting the Capability Statements to include the following information: 1) Company Name and Mailing Address; 2) Point of contact (name, title, email address, and telephone number. Note: The government will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice is NOT A REQUEST FOR PROPOSAL and in no way obligates the Government to award any contract. ED will not be responsible for any costs incurred in responding to this announcement.
