- The subject requirement is for the acquisition of NSN: 6140-01-485-1472 and 6140-01-492-0227, Storage Batteries. An Indefinite Quantity Long-Term Contract, with a base year and 4 option years, is anticipated. The total duration, base plus option years, shall not exceed 5 years. The solicitation will be unrestricted with other than full & open competition. The solicitation will be available on 30 May 2010 at https://dibbs.bsm.dla.mil/rfp. Hard copies are not available. Increments and delivery schedule will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirements will be noted on RFP. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardized documents from the DoD Single Stock Point (DoDSSP) in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the internet at http://assist.daps.mil. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the internet using standard browsing software. Documents not available for downloading from ASSIST can be ordered from DODSSP using the ASSIST Shopping Wizard, after establishing a DODSSP Customer Account by following the registration procedures or by phoning the DODSSP Special Assistance Desk at (215) 697-2179. Users not having access to the internet may contact the DODSSP Special Assistance Helpdesk at (215) 697-2179 or mail requests to the DODSSP, Bldg 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at DODSSP. All responsible sources may submit an offer and shall be considered. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received forty-five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. The item under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars.
