- NAICS Code541612 Human Resources Consulting 611430- Professional Management Development Training Description The U.S. Census Bureau intends to conduct a competitive procurement restricted to small businesses (Small Business Set Aside), resulting in the single award of an Indefinite Delivery Indefinite Quality (IDIQ) contract to the successful offeror. As defined requirements emerge, task orders will be placed against the IDIQ contract in accordance established ordering procedures. The IDIQ contract will be comprised of one (1), twelve month base year and four (4), 12-month option periods. The estimated maximum value of the IDIQ contract is $3,500,000.00. The purpose of this contract is to provide the U.S. Census Bureau’s Economic Statistical Methods and Programming Division (ESMPD) with needed services to develop and provide customized trainings for the Division’s managers in critical areas of need to include effective recruiting, engaging and hiring employees that fit the organization’s culture and current and future needs. The scope of services include: 1.) Develop and implement a training workshop to introduce and assist the supervisors and managers in the use of the enhanced/adjusted hiring process and procedures 2.) Develop, implement and facilitate deployment options for the new Economic Statistical Methods and Programming Division’s Strategic Plan. 3.) Evaluate and assist with developing of new policies, procedures, processes and report writing. 4.) Assist managers with the stimulation of soft staff skills, such as employee attitudes and interpersonal skills, leadership development, and team building to promote productivity, staff retention, and management effectiveness. The single award IDIQ contract is scheduled to be awarded on June 21, 2010. A solicitation is anticipated to be issued on or around May 10, 2010. Specific instructions and location for submitting proposals will be included in the solicitation.
