- This purchase order is being awarded as the result of a ratification of an unauthorized commitment, which was made by a Government representative, who lacked the authority to enter into a business agreement with Reed Business Information d/b/a In-Stat. This purchase order is made under the conditions described in FAR 6.302-1 (a) (2) (i) "only one responsible source and no other supplies or services will satisfy FCC Broadband requirements." In view of the fact that the products and services were received (on or about November 3, 2009) and the Government benefited from the use of the products and services, this purchase order is deemed appropriate to ensure proper invoicing and payment can be conducted.
