Description
Proposed mini grille layout The Transportation Security Administration (TSA) has a potential requirement for construction of a mini grille type operation; however, before any construction is to begin, the feasibility of a firm actually bidding on the operation of the grille needs to be determined. As such this Sources Sought is issued to request some market research and feasibility on the contents herein. TSA cannot discuss this requirement nor allow a site visit at this time. TSA wishes to determine if a firm would/could operate such a facility if built without exorbitant expense and overpriced items to make up for any loss. Your firm is invited to respond in writing only to this sources sought notification no later than Friday, May 7, 2010 at 1200 p.m. local DC time providing its interest and analysis in said operation. Responses shall be submitted to Marvin.Grubbs@dhs.gov. Responses are limited to 2 pages only. TSA has a secure single story facility in the Dulles / Herndon, Virginia area. At the current time there are no food or beverage services available, other than vending machines. Currently personnel must leave the facility and travel approximately 1 to 2 miles to secure food and beverages. The facility houses several departments comprised of approximately 317 personnel. The scope of this mini grille will not allow outside personnel catering due to the secure nature of the facility. Patronage from other sources is not permitted by TSA, since the services to be provided are for the benefit and convenience of Federal employees, contractors, visitors and registered guests. There are currently two common dining areas with vending machines and tables and chairs for dining. One of the dining areas will be converted into a cafeteria with no seating. Food and Beverage Vendors within a mile from the facility at the McLearan Square: 1. Burger King 2. Popeye's Chicken 3. Little Italy 4. Chinese Food Buffet 5. Quiznos Subs 6. Bloom Grocery store 7. Japanese Restaurant 8. Vocelli Pizza 9. Kabob Place 10. Touchdown Deli - a mile away not at the McLearan Square Facility Background The facility was established in response to the direction provided by the National Strategy for Combating Terrorism, as part of the President's Management Strategy and enables the Administrator of TSA to fulfill the responsibilities established in PL 107-71, the Aviation and Transportation Security Act (ATSA). The facility serves as the 24/7/365 coordination center for transportation security-related operations, incidents, or crises for TSA within the Department of Homeland Security. The facility will correlate and fuse real-time intelligence and operational information, ensuring unity of command and action in the prevention of, and response to, terrorist-related incidents across all transportation modes (maritime, land, and aviation). The facility provides the TSA executive team which will determine the appropriate course of action related to the transportation security threats, with real time information across agencies and across the United States. The decisions made will provide the U.S. public with increased speed and capabilities to respond to nationwide transportation terrorist threats. Estimated customer count at the facility*: Approx. percentage is based on existing TSA HQ customer count Breakfast coffee = 35% of 317 = 111 customers Full Breakfast = 23% of 317 = 73 customers. Lunch = 52% of 317 = 165 customers * The above 317 personnel count not does include the following and does not guarantee occupancy at any given time: 1. (50) personnel for the new build-out space 2. The 3 existing multipurpose rooms - capacity load up to (150) 3. The 3 new multipurpose rooms - capacity load up to ( 210) 4. Surge or COOP efforts 5. ECR and other meeting rooms throughout the Facility Proposed Cafeteria Hours: 7 days per week, except Federal Holidays Breakfast served from 6:00 am to 10:00 am Morning Break from 10:00 am to 11:30 am Lunch from 11:30 am to 1:30 pm Afternoon Limited Service from 1:30 pm to 4:00 pm Design Layout: attached It is noted that the General Services Concessions Management Guide (PMFC#-93) has established criteria for the service level in leased buildings under its control. According to the Standard Level of Concessions Services Level for a building with 400 occupants, a facility described as a pre packaged snack bar is appropriate for a building the size of this one. Prepackaged snack bars include vending machines services and may include self serve selections offering full line on site beverage, prepackaged food, and sundries.
