- The Government intends to negotiate, on a sole-source basis, a firm-fixed-price contract with the National Law Enforcement Teletype System (NLETS) for continued telecommunication system usage of the NLETS secure system. This non-competitive action is being issued by the Department of the Interior (DOI), National Business Center, Acquisition Services Directorate-DC on behalf of the Office of Law Enforcement, Security & Emergency Management. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. NLETS provides, within a secure environment, an international justice telecommunications capability and information services that benefits the safety, security, and preservation of human life and the protection of property to the highest degree. NLETS assists national and international governmental agencies that enforce or aid in enforcing local, state, or international laws or ordinances. It is the pre-eminent interstate law enforcement network in the nation for the exchange of law enforcement and related justice information NLETS provides two basic capabilities to users. It is an international computer-based message-switching system that links together state, local, and federal law enforcement and justice agencies for the purpose of information exchange. It also provides information services support for a growing need for justice-related applications. NLETS supports data communications links to state networks using a commercial frame relay service. All federal agencies with a justice component use this interface, and the Department of the Interior needs to maintain compatibility for communication. NLETS owns the data rights to this system and is the only provider of this service. The period of performance for this effort is one base year and three option years. Interested parties may identify their interest and submit capabilities to Alexis_N_Williams@nbc.gov by 2:00 PM eastern time on April 28, 2010. Questions and responses submitted by a method other than electronic mail shall not be accepted and shall not be answered. This is NOT a solicitation. No award will be made on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
