Description
The Veteran's Affairs Medical Center (VAMC) in Minneapolis, MN, has a need for Health Care for Homeless Veterans (HCHV) Residential Treatment facilities in Hennepin and Ramsey Counties of Minnesota. Interested parties will be requested to offer facilities which will best serve the needs of our veterans. Quotes/Offers will be considered from responsible businesses that can satisfy all requirements of the proposed RFQ. Subcontract, partnership and/or joint venture business arrangements will be considered. The VA's evaluation will give the greatest consideration to facilities that include the following: Staffing available on-site 24 hours a day, 7 days per week; sufficient personnel to assure security. Serving of up to 3 healthy meals per day; Residential Room and Board vacancies for up to five (5) veterans; laundry facilities for residents to do their own laundry; handicapped accessibility. Availability of therapeutic; rehabilitative; and recovery services. A complete and detailed description of VA's requirement is included in the Request for Quote (RFQ). There is a geographical restriction on the location of a proposed facility, i.e. Hennepin and Ramsey counties, MN, interested parties should be aware that VA's evaluation for award of contract will show preference for available, accessible transportation for transport of veteran residents to work, community activities or appointment visits to the VA Minneapolis, MN Medical Center. As part of its evaluation, VA will conduct site visits of all offered facilities. In order to expedite the process, VA will conduct site visits beginning anytime after the RFQ is issued, instead of scheduling all required inspections after the due date established for quotes/offers. The NAICS code for this procurement is 624229 with a small business size standard of $7.0 million. Contract period will be Date of Award through September 30, 2010 with (4) One Year Options to extend the contract. The procurement will be conducted utilizing the commercial item procedures of FAR Part 12 in conjunction with FAR Part 13. The solicitation will be issued on or about April 23, 2010 and offers are due on May 12, 2010. Solicitation documents may be obtained electronically at www.fedbizopps.gov. The RFQ encourages interested parties to contact the Contract Specialist; or Administrative Support Staff for a site visit as soon as possible after the RFQ is received and reviewed.
