Description
The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has a requirement to renew a one year Full Care Maintenance plan to Silicon Graphics International (SGI) at 46600 Landing Parkway, Fremont, CA 94538 for the maintenance of the SGI Altix 4700 Supercomputer (both processors and storage arrays), as well as associated computing equipment and Eaton Powerwave UPS power supply equipment. Maintenance includes "FullCare" or the equivalent on all hardware items. It also includes the SLS Upgrade Protection and support for Intel Fortran/C++/Math Kernel compilers. This system is required by the Dean of Faculties for use by the USAFA Department of Engineering Cadets and Faculty and to maintain service. This acquisition will be done in accordance with FAR 12 and 13 procedures. The North American Industry Classification System Code (NAICS) is 811212 and the size standard is $25M. a. The Altrix 4700 Supercomputer and all of its associated hardware were purchased from James River Technical, the GSA supplier of SGI computers in FY06 and FY07 for approximately $1.3M. SGI does not use independent third party providers in its maintenance programs for SGI equipment nor does SGI currently offer SGI maintenance training coursed to such third parties. SGI does not authorize or certify independent third parties to maintain SGI equipment. SGI is the sole sourde for SGI Software and does not authorize or assist value-added Resellers or OEMs to provide software updates and related materials for SGI equipment. b. SGI is the only company that can market SGI maintenance to USAFA and that SGI is the only company able to offer authorized warranty maintenance on the Altrix. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required renewal may provide evidence for consideration. Evidence must support the offeror's claim they can provide this service. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 4:30 p.m. MST on 26 April 2010. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
