Description
The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB, Ohio 45433-5344 is preparing to solicit for a firm-fixed price contract for three terahertz imaging systems. The contract line items will be firm-fixed price. Proposal equipment shall meet the requirements contained in the specifications below: 1. Quantity of three imagers with the following functionalities: a. Switching between standard scanning and faster scanning of a reduced field of view (not instantaneous but rather a few seconds between views) b. Image scan rates of 4 hertz (4 frames per second). Slower scan rates will require the person to stand still while being scanned. If someone is being scanned covertly (without their knowledge) they cannot be asked to stop moving. c. A bore-sighted CCTV (Closed Circuit Television) for ease of alignment and pointing. d. Must collect 255 Giga-Hertz frequency region. Using a lower scan frequency will not give the required resolution. e. Camera must employ passive screening technology 1. Safe and non-invasive. 2. No privacy violation. 3. No anatomical detail must be shown in the processed image. f. Must be able to detect/screen for a wide range of concealed objects such as 1. Explosives 2. Composites 3. Metals 4. Narcotics 5. Currency 6. Liquids 2. Quantity of three (3) - Notebook Computers. a. Data Acquisition software must be preloaded. b. Camera software must convert the terahertz emission into an image. c. Camera software must give access to the raw unprocessed images. d. Imager control software must be preloaded. 3. Quantity of three (3) - Tripods. 4. Quantity of three (3) - Pan and Tilt Mechanisms mounted on the Tripods. 5. Quantity of three (3) - Waterproof Shipping Cases. 6. Quantity of one (1) - Calibration Kit with Waterproof Case. A one year warranty will be provided with the terahertz imaging system covering all items described above. The warranty period will begin upon successful installation and operational validation of the terahertz imaging system. Delivery for this equipment should be 3-6 months after receipt of order (ARO). FOB Destination. We intend to award this contract sole source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement which shall be considered. At this time no small business set-aside is expected. NAICS Code 334413, Size Standard 500 employees. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate director or contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of the proposals, or the source selection process.
