Description
DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKS EXPRESSIONS OF INTEREST FOR A THIRTY (30) TO FORTY (40) ACRE LAND PARCEL FOR THE CONSTRUCTION OF A LEASED OUTPATIENT CLINIC IN CHARLOTTE, NORTH CAROLINA REQUIREMENT: The VA is seeking expressions of interest from fee title property owners, or their duly authorized representatives, in the Charlotte, NC metropolitan area willing to execute an assignable option to purchase a site, or an assemblage of sites, or to obtain a donated site, containing between thirty(30) and forty (40) acres of land capable of accommodating a two or three story (295,000) net usable square foot building with approximately 2,400 parking spaces and sufficient area to accommodate land use requirements. The expressions of interest are for the site only. Upon selection of the site and execution of the assignable purchase option, VA will conduct a procurement to select a developer. VA will assign the purchase option to the developer to purchase the optioned site, and the developer will then construct and lease back to the VA a medical office building for up to 20 years. The offered site must be located in the following delineated area: Properties within the following boundaries will be considered: from the intersection of Gilead Road and I 77 west to McCoy Road South to Mt. Holly-Huntersville Road west to Brookshire Blvd north to Stanley Lucia Road south west to Dallas Stanley Hwy west to Lower Dallas Hwy west to Dallas-Cherryville Hwy to Dallas-Bessemer City Hwy south to Bessemer City Road east to Davis Park Road south Senator David W. Hoyle Hwy south to the North Carolina and South Carolina boarder. Follow the North Carolina and South Carolina boarder east to Pine Rock Hill Road east Main Street to I 485 east and north to I 85 north Poplar Tent Road west to Huntersville Concord Road west to Gilead Road west to I 77. Properties with frontage on major thoroughfares comprising these boundaries will also be considered with the exception in the state of South Carolina. The VA reserves the right to amend the delineated area and/or site requirements. EXPRESSIONS OF INTEREST: Brokers and/or agents may represent the site owner, but sites submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the ownership of the site. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE SO PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE THE VA TO EVALUATE YOUR SITE(S). VA RESERVES THE RIGHT TO ELIMINATE A SITE WITHOUT SUFFICIENT INFORMATION PROVIDED. 1. Site location, address and current zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. Specify net, in addition to, gross area. 3. Site plan, survey and/or plat map of the site indicating the location of the parcel offered. Site plan should include location of utilities, any easements (above and below ground), environmental/soil issues, adjacent roads, and/or other encumbrances affecting the potential development of the parcel. 4. Include any grading, drainage or sewer plans that have been or will be completed in the future. 5. Access to site from major transportation routes and public transportation routes. 6. Site aerials/renderings. 7. Describe any future development affecting the site including neighboring projects and road/public utility line construction. 8. Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES. 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Confirm the site has proper zoning for an outpatient clinic. Clarify if any zoning changes, variances, or special exceptions are required for an outpatient clinic including the estimated period of time necessary to complete such entitlement process. Clarify any known county proffer obligations with the site. 3. Describe any environmental issues known to exist on the site and any remediation efforts taken or to-be-taken. 4. Provide evidence that the site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands (as defined and may be certified by FEMA). 5. Explain any known factors that might prohibit the permitting, construction and/or operation of an outpatient clinic on the site offered. 6. State whether site is being offered as an assignable land option to purchase or ground lease. Please also state asking prices for a sale or ground lease, as applicable. Please note that VA will not pay more than appraised market value for the site or ground rent, as applicable. 7. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and/or firm submitting Expressions of Interest should state their relationship to the site (for example, owner, broker, legal representative, etc.). If Offeror is not the legal owner of the site, please provide documentation from owner that you are authorized to offer the site and will receive any compensation for your efforts from the owner. VA staff may conduct a market survey of offered sites that meet the governments specific evaluation criteria. It is requested that interested Offerors submit two (2) copies of the information concerning their properties to Brad Seifert by mail, fax, or e-mail by 5:00 p.m. EST on May 6, 2010, as follows. VA reserves the right to consider sites offered after this date that are beneficial to the government or reject such sites. Also, any persons or firms submitting or considering the submission of a site are encouraged to contact the following broker with any questions or clarifications regarding this notice including the ability to respond to the information requested in this notice.
