Description
NASA has a requirement to extend its Safety and Mission Assurance Support Services(S&MASS) Contract NNJ06JE86C at the Johnson Space Center (JSC) for a period of 1-year,with two- 6 month options. The S&MASS contract began May 1, 2006 and is currentlyscheduled for completion on April 30, 2011. NASA intends to extend the period ofperformance through April 30, 2012. Exercise of both options would extend performancethrough April 30, 2013. The S&MASS contract provides engineering services supporting the JSC Safety and MissionAssurance Directorate. NASA/JSC intends to purchase these services from ScienceApplication International Corporation (SAIC), the S&MASS current contractor. Theprocurement will be supported by a Justification for Other Than Full and Open Competitionpursuant to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1(a)(2)(iii). SAIC has unique knowledgeof all Programs that the S&MA Directorate supports and is able to provide continuedservices without unacceptable delays in fulfilling the agency's requirements. Currently SAIC provides support to the Space Shuttle Program, the International SpaceStation, the Constellation Program and the Extravehicular Project Office through safety,reliability, maintainability, quality engineering, quality assurance, software assurance,risk management and technology assurance disciplines. In addition, the S&MASS Contractprovides assurance engineering support to the development of all of JSCs GovernmentFurnished Equipment. The Receiving Inspection and Testing Facility is also a part of theS&MASS Contract. The current capabilities include mechanical, chemical and electricaltesting. The facility specializes in fastener testing, wire/cable certification andelectronic component evaluation for JSC programs and projects. Additionally, the S&MASSContract provides pressure systems technical expertise and manages the pressure systemscertification program for both the JSC and the White Sands Test Facility in New Mexico. Due to uncertainties with the Constellation Program, potential changes in theInternational Space Station functionality and undefined requirements for new Programs,NASA is unable to develop requirements for a new contract or to bound the scope andindependent government estimate for a competition. This extension will allow foradditional time for new programs to be defined and existing programs to stabilize. A newsource evaluation activity will be initiated once the implications of these changes areassessed.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities, qualifications and approach inwriting to the identified point of contact no later than 3:30 p.m. local time on May 7,2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
