Description
INSTRUCTIONS TO CONTRACTORS AND EVALUATION CRITERIA STATEMENT OF WORK SOLICITATION FORM 1449 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This acquisition is being conducted with commercial procedures as outlined at FAR Part 12. Solicitation number H92240-10-T-0024 is issued as a request for quotation (RFQ). The resulting contract will be firm fixed price (FFP) to include one (1) base contract plus four (4) options, with the period of performance for each consisting of four months, if exercised. This is a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-34. This procurement action is unrestricted. The associated North American Industrial Classification System (NAICS) code is 611699 with a small business size standard of $7 million. All responsible businesses may submit a proposal for consideration. Evaluation will be based on technical approach, past performance, and price. Technical approach and past performance are more important than price in making the award determination. The importance of price as an evaluation factor will increase with the degree of equality of the proposals in relation to the remaining evaluation facts. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 Alternate A in order to receive award. CCR information can can be obtained at the website: www.ccr.gov. Review all materials associated with solicitation H92240-10-T-0024 and submit inquires and quotations to Contract Specialist, Ms. Kristen Smith, via e-mail: kristen.smith@navsoc.socom.mil. All quotations must be received no later than closing date: May 07, 2010 4:00 PM PST. No extensions will be granted.
