Description
The Centers for Disease Control & Prevention (CDC) has a requirement for a research study to conduct the National Survey of Family Growth (NSFG) for the National Center for Health Statistics (NCHS), Division of Vital Statistics (DVS) Reproductive Statistics Branch. This solicitation will result in the award of a single performance based, cost plus fixed fee contract. The period of performance of this contract shall not exceed 120 months, (10 years total). Estimated start date: 1 Sep 2010 Estimated completion date: 30 Jun 2020. Although the government can end the contract after any segment, CDC's intent is to conduct the study, collecting at least 40,000 in-person interviews during 8 years of interviewing. The decision to proceed with each succeeding segment is based on availability of funds and whether the progress made warrants continuation, but the intention of NCHS is to carry out all segments of the contract. All work under this contract shall be performed within the fifty (50) states and the District of Columbia. The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified in the Perfornace Work Statement). Full details will be listed in the Request for Proposal (RFP). NCHS has conducted the NSFG periodically since 1973 to provide national data on factors related to birth and pregnancy rates, maternal and child health, reproductive and sexual health, and parenting. After a critical start-up phase that includes design, pretest, and development of technological tools, the program is to be conducted as a continuous national survey producing approximately 5,000 in-person interviews per year with men and women 15-44 years of age for up to 8 years (mid-2011 through mid-2019), a total of about 40,000 interviews, with oversamples of Hispanic men and women, Black men and women, and males and females 15-19 years of age. Using continuous interviewing, cost efficiencies and quality gains can be made by leaving the design in place for about a decade. Further information on the survey is available at http://www.cdc.gov/nchs/nsfg.htm. Interviewing to be conducted continuously from approximately June 1, 2011 through May 31, 2019. (Depending on the date of contract award, these dates may be adjusted.) Working closely and collaboratively with the NCHS/NSFG work team to develop materials and specifications, the contractor shall conduct all the necessary activities, including sample design, pretest, CAPI programming, hiring, supervising and training interviewers, data processing, data file preparation, and data file documentation, for a complete national survey. This requirement will be a full and open competition open to all who meet the requirements. Questions from Offerors on this solicitation will be accepted up to 2:00 p.m (Eastern Standard Time) May 5, 2010.
