- Description
- The purpose of this project is to construct the permanent repair of the shore protection, road pavement, and drainage facility as a result of damages sustained during Cyclone Heta on the Island of Tutuila, American Samoa. Work entails concrete pavement repairs of approximately 200 linear feet; shoreline protection along sections of the coastal roadway of approximately 3,100 linear feet (consisting of a combination of 1 ton tri-bar units). Drainage features include replacement of existing culverts, repair of an existing bridge, and extension to existing drainage outlets. Other improvements include rock filled marine mattresses; guardrail replacement; and miscellaneous repairs. Estimated cost is between $1 Million and $5 Million. There will not be a pre-proposal site visit or conference, but contractors are encouraged to visit the site. Non-price evaluation factors of this lowest priced technically acceptable source selection process will be: (a) past performance, (b) construction approach, and (c) past performance on utilization of small business concerns. Upon completing the evaluation of all non-price proposals, price will be evaluated for fair and reasonableness. This is an unrestricted procurement utilizing Electronic Bid Sets (EBS). Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/ on the issuance date. The Contractor is responsible for checking the website daily for any posted changes to the solicitation. Other business opportunities may be viewed at https://acquisition.army.mil/asfi. Offerors should register on the Honolulu District Contracting Website at http://www.poh.usace.army.mil/CT/CT.htm to view/download a copy of this solicitation. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR Internet address is http://www.ccr.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
