Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.Identification of the agency, contracting activity, and specific identification of the document as a justification for other than full and open competition. The U.S. Department of Veterans Affairs, VA North Texas Health Care System, 4500 South Lancaster Road, Dallas, TX 75216,, proposes to enter into a contract on a basis of other than full and open competition. 2.The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc. Requesting approval for seeking other than full and open competition for a new firm fixed price contract to Page Southerland Page Architects for Peer review of Design-Build Patient Parking Garage, Design for impact parking lot, and Peer review. 3.A description of the supplies or services required to meet the agencys needs. The requirement is to provide: 1. Design assistance, peer review, and limited construction period services in conjunction with the medical centers new design/build Patient Parking Garage. 2. Design, construction document development and construction administration services including grading, storm water retention and drainage, paving, and striping of the new Impact Parking Lot. 3. Peer review service of the design of the proposed storm drain modification running from VA property through the adjacent DISD Property All of the above requirements are directly related to the success of the parking garage construction. 4..The statutory authority permitting other than full and open competition. FAR Subpart 6.3 Other Than Full and Open Competition, 6.301-1 (ii) A. Substantial duplication of cost to the Government that is not expected to be recovered through competition. 5.A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority. Page Southerland Page is uniquely qualified to provide these services to VA North Texas Health Care System based upon the following: Page Southerland Page has the contract to design the major Long Term Spinal Cord Injury building and its accompanying parking garage. They also have the contract to design the major Clinical Expansion for Mental Health building and its accompanying parking garage. VANTHCS desires this minor Design-Build Patient Parking Garage and the second planned minor patient parking garage to match the 2 major parking garages and major buildings designed by Page Southerland Page. Also, we may choose to have one of the major garages attached to one of the minor garages so that the major garage is an expansion of the minor garage. In this case it is imperative that the minor garage(s) is(are) designed such that it(they) will match the major garage(s). Page Southerland Page has already done a traffic and utility study, site survey & topography. They have unique insight about our traffic flow patterns, work tours, and patient workload. They are best suited to give parking garage recommendations without further duplicate funding. 6.The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. No other source can provide the services without excessive/duplication of cost. 7. A description of the market research conducted and the results. Market research indicates that an award to any other firm will result in substantial duplication of cost to the Government, and is not expected to be recovered through competition. 8.Any other facts supporting the use of other than full and open competition. Duplication of Cost: Site Survey and Topography - Utility Survey - Traffic and Parking Analysis report - 9.A listing of any sources that expressed a written interest in the acquisition N/A 10.A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
