- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Warfighter Science, Technology, and Applied Research (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: Sensory Computer Systems, LLC., Morristown, NJ 07960. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: The SIMS2000 Software License Renewal with application updates for sensory science measurements, maintenance, and phone support as part of the consumer sensory science program. The software will continue to acquire and maintain historical data. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The vendor is the developer and only supplier of this database and uniquely qualified to maintain the system as well as provide support. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Latest research demonstrated that the application has few comparable competitors, and among those were not seen as advantageous to switching to any of the other offerings. Outputs were similar or fewer, and costs were not substantially different. With the amount of time invested in the data maintained in the current system, the system itself is relatively a minor cost. To disrupt the methodology of data acquisition and maintenance in terms of man hours down, data conversions, and re-training, other applications are not currently desireable or cost effective. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
