- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-10-Q-2908. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. Size standard is $27 million dollars. NUWC Division Newport intends to purchase the following services: CLIN 0001: Commercial Services in accordance with Government Statement of Work (see Attachment 1). 1 Job. CLIN 0002: Data - Contract Data Requirements List (CDRL), Exhibit A. 1 Lot (Not Separately Priced) Period of Performance ends 30 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. Wage Determination #2005-2467 Revision 8 dtd. 10/29/09 applies. Naval Undersea Warfare Center Division Newport is expected to place a purchase order with McLaughlin Research Corp (MRC) to provide engineering and technical support services in planning, data gathering and analysis, technical writing, graphics and production capabilities, and documentation coordination. MRC was performing the required services under SEAPORT TO N00178-04-D-4083-N416, which expired. Continuation of services by MRC is required, severance of the on-site contractor would impact the flow of work, requiring training a new staff. The current contractor's expertise is needed to continue the processing of the NUWCSCOPE, NUWC's Capital Investment Program (CIP) Database and NUWCDIVNPT Action Item Tracking System, until such time as the follow on is awarded. The competitive follow-on requirement is expected to be awarded on or about 11 June 2010. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
