- The VA Central California Healthcare System intends to negotiate a noncompetitive award to Project Hired, an AbilityOne Non-Profit Agency, for Telephone Operators located at VA Fresno Medical Center, 2615 E. Clinton Ave., Fresno, CA 93703-2223. This procurement is a sole source award under the Qualified Nonprofit Agencies for the Blind or other Severely in accordance with FAR Subpart 6.302-5 (b)(2). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A Sole Source Justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. The NAICS code is 561421 and the small business size standard is $7.0 Million. Scope of Work: The contractor shall provide all labor, equipment, materials, transportation and resources necessary to provide 24 hour Telephone/Switchboard Operator Services to VACCHCS located in Fresno, CA. The Period of Performance is for three months, unless otherwise directed by the Contracting Officer (CO). FOB: Destination. Contract Type: Firm-Fixed-Price. Confidentiality and Nondisclosure It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. The provisions 52.212-1, Instructions to Offerors (JUN 2008), as modified, applies to this acquisition. In your quote, please provide: company name, address, telephone number, date of quote, quote price; Tax ID #; and DUNS Number, Additionally, your company shall be registered in the Central Contractor Registry (CCR) System and your online Representations and Certifications shall be completed at the following website: http://orca.bpn.gov/publicsearch.aspx. If Offeror is not registered in the Online Representations and Certifications Application, they shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items with their quote. Addendum to FAR 52.212-1 includes VAAR 852.270-1 Representatives of Contracting Officers (Jan 2008). The provision at 52.212-2, Evaluation-Commercial Items (JAN 1999), as modified, applies to this acquisition. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The individual item price will be evaluated for price reasonableness. Only quotes that conform completely to the requirements in the Statement of Work will be considered. The Government intends to make award without discussions. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. If an offeror cannot comply with all requirements, that quote will not be acceptable. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement, past performance (see FAR 15.304), price. Technical and past performance, when combined, are approximately equal in importance when compared to price.
