Description
The Government is seeking sources to provide the equipment required for the treatment of pier side fresh water for conversion into boiler feed water. The process shall comply with the standards set forth in NAVSEA Technical Manual S9086-GX-STM-020 Chapter 220 Volume 2 Revision 3. Five (5) contractor provided motorized vehicles for truck/trailer combinations are required (three (3) capable of 100,000 gals and two (2) capable of 50,000 gals), but during peak periods which may occur approximately every three (3) months, a maximum of eight (8)) vehicles may be required (within 48 hours of verbal notice). On rare occasions, a demineralizer unit is used with a water barge. When this happens, an additional demineralizer unit is required. The vehicles (in total) will treat and estimated 7,000,000 gallons of water per year. A firm fixed price contract is anticipated with base year and 4 option periods as required by the Naval Facility Mid Atlantic, Norfolk, Virginia. A complete Request For Quotation (RFQ) Package will be available on or about 29 April 2010 by downloading the Documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov. The North American Industry Classification System (NAICS) code for this procurement is 333319. When the Request for Quote (RFQ) is issued, it may be downloaded by this office no longer issues hardcopy solicitations. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. This is a 100% small business set aside requirement.
