Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number RFP: FERC10-21486 is issued as a Request for Proposal. The associated North American Industrial Classification System (NAICS) code for this Procurement are: 541330 - Engineering Services, Size Standards $4.5 million 541512 Computer Systems Design Services, Size Standards $25.0 million 541690- other Scientific and Technical Consulting Services and Software, Size Standard $7.M and 541712- Research and Development in the Physical, Engineering, and Life Sciences with a small business size standard of 500 employees. This requirement is unrestricted and only qualified offerors may submit bids. A Firm- Fixed Price contract will be awarded for this solicitation. The Federal Acquisition Regulation (subpart 4.11) requires that contractors be registered in the CCR database prior to being awarded a contract. Detailed information about CCR is available at http://www.ccr.gov/. The CCR Customer Assistance Center can be contacted toll free at 1-888-227-2423. The Federal Acquisition Regulation (subpart 4.12) now requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the CCR Database. These annual representations and certifications are submitted via the Online Representations and Certifications Application (ORCA), a part of the Business Process Network (BPN) at http://orca.bpn.gov. Any questions or concerns regarding any aspect of this RFP shall be forwarded to the Contract Specialist, Gloria Brown at Gloria.Brown@Ferc.gov so they can be addressed prior to the submission of your Proposal package. Proposal Submittal: VIA E-MAIL Gloria.Brown@Ferc.gov Close Date: April 23, 2010 on or before 3:00 PM EST. PROPOSAL SUBMISSION DEADLINE OR NO BID Award will be made on or before April 28, 2010. The FERC does not intend to issue a SF-1449; therefore, prospective Offeror must respond to this request for proposal. The following clauses apply to this acquisition: The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (MAR 2009) applies to this acquisition and the following addenda, applies: FAR 52.252-2 Clauses Incorporated by Reference (FEB 1998): This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The full text of a clause may be accessed electronically at this address: www.arnet.gov/far The purpose for this solicitation is to purchase consequence modeling software which can simulate natural gas dispersion associated with LNG spills and evaporation on both land and water. The software should have been validated against appropriate experimental data and should be able to handle complex geometries." This software is to assist in analyses of projects under Commission jurisdiction by the Natural Gas Act. CLINS DESCRIPTION SUPPLIES/SERVICES QTY UNIT PRICE 0001 Software 1 EA $ 0002 Maintenance 1 YR $ TOTAL 0003 Option Year I, Software Maintenance 1 YR $ 0004 Option Year II, Software Maintenance 1 YR $ The Government intends to award a Firm Fix Price award as a result of this RFP. This contract shall be awarded to the company determined to represent the best value to the Government. Best value will be determined upon evaluation of the proposals using the following evaluation criteria. This is a best value procurement. Evaluation criteria are price, technical characteristics and past performance. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) 1.2 INSTRUCTIONS FOR SUBMITTING OFFERS: The FERC will award a contract based on best value using a trade off process. We reserve the right to award the delivery order based on the initial offers received without discussions or negotiations of such offers. Offerors shall submit one (1) copy of their proposal. Factor One: Technical Capability. The technical portion of the offer shall include a description of services that are being offered (technical approach). Factor Two: Past Performance The past performance portion of the offer shall include a list of three (3) contracts the offerors has performed within the past three (3) years companies that have used this software. We will contact offeror-provided references to ascertain the level of performance provided to other Government agencies. The following information is required for each of the three (3) references: Name of government agency; Contract number; Contract type; Total contract value; Duration of contract; Position; Contracting officer's name and contact information; and Contracting officer's representative, program manager, or similar agency representative and contact information. Factor Three: Price. The price portion of the offer, SUPPLIES OR SERVICES AND PRICES/COSTS, shall include Firm Fix Price for the contract line items (CLINs). 1.3 OFFERS WILL BE EVALUATED ON THE FACTORS BELOW: A factor 1 is more important than Factor 2. Factor 3 is less important than Factors 1 and Factor 2. Technical merit is considered to be more important than price; the importance of price will increase, However, as technical merit of the offers becomes more equal. Among offers that are substantially equal in technical merit, price will become the determining factor for award. The Contracting Officer may consider award to other than the lowest price offer or other than the highest technically rated offer when in the best interest of the Government.
