Description
Arcata Associates, Inc has a requirement for EFTS Engineering Support Servives. Theengineerin suppport service supports an existing NASA DFRC capability (Enhanced FlightTermination System - EFTS), this capability provides for the termination of flight of anunmanned vehicle.Arcata Associates, Inc. intends to purchase the items from BOURNE TECHNOLOGIES, Inc 3975Wild pine Lane, Merrit Island, FL 32952. BOURNE TECHOLOGIES is the only responsiblesource which is capable of satisfying the agency's unique need for the following reasons.BOURNE TECHNOLOGIES Inc has been involved with the EFTS Program since its inception in2000, and thus brings invaluable experience to the table that no other source possesses.The objective of EFTS is to develop the next-generation flight termination system for DoDand NASA Ranges. The Range Safety Group of the Range Commanders council initiated a studytask and ultimately selected continuous phase frequency shift keying for the modulationscheme, a 64-bit triple data encryption standard for security, and the layout of the64-bit essafe for the new system. BOURNE TECHNOLOGIES, Inc was previously involved onthis project through the Air Force and BOURNE's work was continued through ArcataAssociates since June 2006. BOURNE TECHNOLOGIES, Inc is the only firm that has theextensive knowledge in the key areas required to complete this development.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. Pacifictime on May 03, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
