- This is a revision to synopsis posted on or about 18 Mar 2010. This revision adds the following items: five (5) each Bridgemaster-E Antenna Array (4') P/N 65604AX, five (5) each Bridgemaster-E Electronics Unit P/N 65800RAVC, and five (5) each Bridgemaster-E Turning Unit P/N 65825LARX. This is a synopsis for commercial off-the-shelf (COTS) items or slightly modified COTS items under FAR Part 13 prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The Naval Surface Warfare Center Panama City, FL (NSWC PC) intends to award a sole source contract to Northrop Grumman Sperry Marine Division of Charlottesville VA for procurement of the following items: seventeen (17) each LCAC Navigation Processing Unit Scan Converter Cards P/N 4801034 and one (1) each Bridgemaster E radar system consisting of one (1) each Antenna Array P/N 65604/A/X; one (1) e! ach Electronics Unit P/N 65800ZARR; one (1) each Turning Unit P/N 65825LAR/X; and one (1) each Radar Serial Interface Unit P/N 65847A. five (5) each Bridgemaster-E Antenna Array (4') P/N 65604AX, five (5) each Bridgemaster-E Electronics Unit P/N 65800RAVC, and five (5) each Bridgemaster-E Turning Unit P/N 65825LARX. This acquisition is not suitable for full and open competition for the following reasons: NAVSEA has conducted an extensive qualification program for manufacturers of scan converter cards and LCAC radar systems and has determined that it is necessary to purchase the same radars for the Non-SLEP craft as the SLEP craft. Currently the scan converter cards and Bridgemaster E radar system, originally manufactured by Sperry Marine, has been installed on all completed SLEP LCACs and has been on installed on some of the non-SLEP LCACs. These items, as previously installed, are integrated into the SLEP navigation hardware and software that will form the basis for the NDI replacement gear. Any other items would require extensive re-development, testing and qualification costs, and duplicating the logistics train established for the SLEP LCACs. Sperry Marine, as the OEM, is the only known source for this equipment. Therefore, there are no other sources that can satisfy this requirement.
