Description
Statement of Work The work to be performed under this contract shall be to provide technical, administrative, logistical and scientific support services for the purpose of initiating, developing, implementing, managing and evaluating a comprehensive strategic plan for enhancing the recruitment, training and development of graduate students and postdoctoral fellows in the division. NIAID seeks the services of a self-motivated individual to work with the Office of the Associate Director and its staff. The contractor shall serve as a Scientific Recruitment/Training Administrator and support the Program. Services to be provided shall include, but are not limited to, the following: • Collaborate with the Associate Director to initiate, develop, implement, manage, and evaluate a plan for enhancing the recruitment, training, and development of graduate students and postdoctoral fellows in the Division of Intramural Research (DIR). • Identify the needs of the program and senior management officials and formulate new initiatives to achieve the goals and objectives. • Provide a range of administrative and technical functions related to outreach activities and programs for training and education in biomedical research, including identifying and tracking graduate students and postdoctoral fellows in the DIR. • Create, conduct and evaluate an orientation program and developmental timelines for incoming graduate students and postdoctoral fellows. • Create, conduct and evaluate a grant-writing program and timelines for postdocs in different stages of their career development. • Develop novel training opportunities for graduate students and postdoctoral fellows based upon survey information, focus groups and feedback from mentors, to enhance their training experience in the DIR. Programs will include a yearly retreat, speaker series, internships and/or rotational assignments. Evaluate programs and make recommendations for future programs and opportunities. • Collaborate with various NIAID and NIH offices and agencies involved in issues that impact upon training and educational opportunities for graduate students and postdoctoral fellows. • Services to be provided include attendance at meetings, conferences, committees and hearings on topics and issues related to intramural career enhancement training for the Program. • Serve as an advisor, counselor and mentor to graduate students and postdoctoral fellows. • Takes the lead on developing and managing a mentoring program acceptable to the Government. • Create draft program policies, procedures and guidelines for the Program. • Work with various contractors to prepare, coordinate and evaluate meetings. Personnel Requirements The contractor must have: • Ph.D. in immunology, microbiology, or related biomedical field. • A minimum of three years postdoctoral experience at the NIH. • At least three years of administrative work experience in addition to post-doctoral experience. • International experience in biomedical research. • Knowledge of career options for Ph.D. scientists and requisite skills for different career paths. • Training or teaching experience is highly desired with an understanding of the unique challenges presented by diversity in scientific and laboratory research. • Strong project management and supervisory skills. • The contractor personnel must be an expert at program development and evaluation. • The contractor must possess excellent oral and written communication, interpersonal and team building skills. • Deadline oriented, have a can-do attitude, and be able to handle numerous tasks simultaneously. • Strong attention to detail, proactive outlook, ability to follow assignments through to completion. • Exercise good business judgment, flexibility, and responsiveness to changing requirements and conditions. • Ability to prioritize and work independently. • Adept at relating to all levels in a complex organization. • Skill in the use of personal computers to include various word processing, database, spreadsheet, and presentation software, e.g. Outlook, WordPerfect, Work, Access, Excel, and PowerPoint.
