- Solicitation No. W81XWH-10-R-0032 will be issued ON OR ABOUT 07 May 2010 and proposals will be due ON OR ABOUT 07 June 2010 at 2:00 p.m. E.S.T. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments ON OR ABOUT 07 May 2010 at the following website: http://www.usamraa.army.mil (click on Products, then Solicitations). The solicitation will also be posted on the Army Single Face to Industry Acquisition Business Website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov or by calling 888-227-2423. This procurement is a TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) code for this procurement is 541690 with a size standard of $7.0 million. Scope of Work: U.S. Army Medical Research and Materiel Command (USAMRMC) has a need for Research, Technical, and Scientific Administrative Support Services to support the research and technical programs of the Military Operational Medicine Research Program (MOMRP) located on Fort Detrick in Frederick, Maryland. The MOMRP is part of the U.S. Army Medical Research and Materiel Command (USAMRMC). The mission of the MOMRP is to develop effective countermeasures against stressors and to maximize health, performance and fitness. The focus is to protect the whole Soldier head-to-toe, inside and out, across the operational spectrum. This RFP is intended to provide the Military Operational Medicine Research Program (MOMRP) with Research, Technical, and Scientific Administrative Support Services. The greater part of this work will be performed on-site at Fort Detrick, Frederick, Maryland. Some work is anticipated to be conducted at other Government facilities, including Army installations. The contractor must also be able to respond rapidly to changing priorities. All offerors must provide a written technical proposal discussing specified technical evaluation factors and a separate cost proposal. Proposals will be evaluated on a best value basis and any resulting contract will be issued as a firm-fixed price award for a period of five years.
