- TYPE OF ANNOUNCEMENT: This is a sources sought synopsis for information and planning purposes only and is issued to determine if there are offerors interested in and capable of providing l aboratory services for coal analysis. All responsible sources may submit a capabilities statement, which shall be considered by the agency. Responses to this announcement must be received not later than 4:00 P.M local time on 04 May 2010. POINT OF CONTACT: Brian J. Long, brian.long@wpafb.af.mil, (937) 522-4639, fax (937) 656-1412. Submit capabilities statements via e-mail, fax, US Postal Service or other delivery service by 4 May 2010. All correspondence sent via e-mail must contain a subject line that reads "FA8601-10-T-0180, Laboratory Services for Coal Analysis". E-mail filters at WPAFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the WPAFB e-mail filters. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. EXISTING CONTRACT INFORMATION: Laboratory Services for Coal Analysis are currently performed under contract FA8601-08-P-0045, which expires 30 November, 2010. The incumbent contractor is Wyoming Analytical Labratories, Inc. CAGE Code 302Q2. The estimated value of the current 3-year contract (including its base period and 2 option periods $40,000.00 The SIC and NAICS codes are 8734 and 541380, respectively. DESCRIPTION OF REQUIREMENT: Below is a description of the issues that are believed to be of the greatest importance in the solicitation of Laboratory Services for Coal Analysis. a. Does the contract laboratory have the capabilities to perform coal analysis on a regular basis? This is of greatest importance due to the requirement to grind coal to a very small size. Most laboratories prefer not to purchase the necessary equipment to pulverize coal to a size acceptable to the American Standard Testing Methods (ASTM). Additionally they prefer not to provide a special room for handling the extremely dusty work. b. Does the laboratory have an internal Quality Assurance Program (QAP)? The date from the samples being analyzed is used to report emission levels under the base Air Pollution Permit. Providing quantitative as well as qualitative results is extremely important. Since EPA does not require any type of licensing or permitting for laboratory analysis relating to coal, it is the responsibility of the customer to ensure they are incorporating the necessary QAP protocols. c. Does the contract laboratory have the capabilities to use the ASTM procedures listed in the Performance Work Statement? There are several different methods for analysis that can be used for coal. It is very important that the contract lab is capable and use those methods listed in the solicitation. d. Does the contract laboratory have the capacity to handle the varying quantities of samples being submitted for analysis? Although the base only submits 4 to 6 samples a month it is important that they are able to analyze them immediately without waiting for other customer analysis. Due to the need to report our coal analysis to the EPA on a quarterly basis, we must make sure that sample results are obtained in a reasonable amount of time. CAPABILITIES PACKAGE : Interested firms should submit a capability statement that describes the firm's capability to provide all of the supplies and services described above. Include the firm's name, physical address, mailing address, telephone number, fax number, e-mail address, website URL, Commercial and Government Entity (CAGE), and Dun & Bradstreet Data Universal Numbering System (D UNS) Number, if available. The firm should also state if it is a small business in the NAICS Code applicable to the requirement. Capabilities statements, proposals, or quotes should be brief and concise, yet clearly demonstrate the ability to provide the required services at fair and reasonable prices.
