Description
This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6. The US Department of Agriculture will award a Firm Fixed Price contract for Simultaneous Interpretation Equipment. The equipment will be used during a conference held in the City of Lubbock, TX from September 21, 2010 through September 25, 2010. Request for proposal AG-3151-S-10-0012 is issued in accordance with FAR subpart 12.6 titles “Streamlined Procedures for Evaluation and Solicitation for Commercial Items”. NAICS Code 541930 and the small business size standard is $7 million. The contractor must be able to provide all requirements specified below. To be eligible for award under this solicitation, the vendor MUST be listed with current status on the Central Contractor Register (www.ccr.gov) Requirements Furnish, deliver, install, operate, maintain and remove equipment necessary to translate five languages simultaneously during proceedings for a conference in Lubbock, TX. Provide transmission and receiver devices, microphones and headsets. Sessions are expected to run from 8:00 am to approximately 6:00 pm September 21 -24 and 8:00 to 1:00 pm on September 25th. Anticipated Equipment and Personnel Needs •4 interpreter booths, each equipped for 2 interpreters with relay capabilities •1 infrared transmitter and central control unit •450 Wireless infrared receivers and headsets (number may be reduced pending participation •All necessary cabling •Technician(s) to install and maintain equipment •50 push-to-talk delegate microphones (microphones should feed into main audio system) •5 Head table push-to-talk microphones (microphones should feed into main audio system) •1 microphone power supply •1 podium and 2 roving wireless microphones connected to translation system and main audio system The contractor shall conduct the following tasks: Furnish, deliver, install, operate, maintain and remove equipment necessary to translate proceedings into 5 languages simultaneously in a main conference room. Provide transmission and receiver devices, microphones and headsets. Distribute, maintain (charge receiver batteries and ensure proper working order) and collect receivers and headsets daily for the duration of the performance period. Task 1Install stationary equipment including booths, transmitter, central control unit and delegate microphones, podium microphones and power supplyNLT 9/20/10 2Distribute and collect receivers and headsetsDaily 7:30 AM - 6:30 PM Other Considerations Prospective offerors are to submit a quote that includes a written proposal addressing the type of accommodations and equipment to be provided. An award will be issued to the offeror that poses the overall best value to the government price and other factors considered. Proposals will be evaluated based on 1) Technical merit (vendor must meet or exceed the technical requirements listed within the combined synopsis/solicitation), 2) Past Performance (the contractor shall submit information on three similar conferences within the past two years to include the number of attendees, contract value and point of contact from the company who can respond to questions concerning the conferences), and 3) Cost. This requirement will be procured under FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, must be completed and included with any and all quotes submitted in response to this solicitation. FAR Clauses 52-212-4, Contract Terms and Conditions-Commercial Items are hereby incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is hereby incorporated by reference.
